CONTRACT AWARD NOTICE- Community Based Services for individuals (including Children Services) with a learning disability, Mental Health, Autism, Substance Misuse, ARBD, ABI, Complex Needs and behaviours. The Services to which this Notice relates falls within the Regulation 74 of the Public Contracts Regulations 2015. Although the Council may voluntarily adopt certain provisions in the Regulations neither employment of any particular terminology nor any other indication shall be taken to mean that the Council intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulation 74. The Council may, from time to time, at its absolute discretion, undertake a renewal (Renewal) of this Contract during the Term. The Renewal may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Charges (as the case may be), together with the appointment of additional (new) Suppliers.

Residential Substance Misuse Services

This procurement is issued under Direct Award Process B in line with the new Provider Selection Regime.\r \r This contract is for Residential Substance Misuse Services and is divided into two Lots:\r \r â€¢ Tier 4 In-patient Detoxification Residential Services\r â€¢ Residential Rehabilitation from Substance Misuse\r \r The Council is seeking multiple providers that can provide either or both of the above named services. \r \r This is a flexible open agreement where, at any time, any Provider that meets the required standards in the Selection Questionnaire can be awarded a contract. \r \r The Council makes no guarantee to any Provider that they will be awarded a placement and no guarantee is made in respect of any volume of work under any such agreements, or in aggregate under the contract. \r \r Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Contract. The contract affords the Provider merely the opportunity to respond to an invitation from the Council for the provision of services. \r \r The Contract provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.\r \r Where a Service is required, the Council will approach the Provider for the service required and confirm with the Provider that they are able to provide the service required within the timescales. The capped daily or weekly rates submitted by the Provider in the Selection Questionnaire (Pricing Schedule) will be the maximum daily or weekly rate for the services. Therapeutic and Positive Attachment Service in Powys

Powys County Council (hereinafter referred to as “the Council”) is awarding to a competent, experienced, and qualified providers (hereinafter referred to as “Contractor”) for the provision of a Therapeutic and Positive Attachment Service in Powys (‘the Service’). The Council wishes to commission preventative and supportive services for young people effected by trauma, with clear outcomes for service users. The Council wishes to award a contract for preventative and support services for children, young people, ready for these services to begin delivery from 1st September 2024. The tenderer will be required to work in close partnership with the Council, Powys Teaching Health Board, Emotional Health and Well Being Workstream, Start Well Board, Schools and other key partner agencies. The Council is awarding to a provider who can effectively deliver this contract but also work as a developmental partner to help shape the future direction of addressing Therapeutic and Positive Attachment support and Trauma Informed Services for children and young people in Powys. The contract duration will be 30 months with an option to extend for a further 1 year plus 1 year at the Council's discretion subject to funding being available. The Council intends to let the contract in compliance with Regulations 74 – 77 Light Touch Regime (LTR) under the Public Contracts Regulations 2015 (PCR 2015) and will use a “pseudo” Open Procedure. The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.

Carers Community Outreach Discharge Support Service

Hywel Dda University Health Board (“HDUHB”) receive an annual grant funding from Welsh Government and, since 2022-23, the criteria for use of the funding has been allocated to support unpaid carers, where the person they care for is admitted to, or discharged from, hospital. The funding received is currently allocated on a non-recurrent basis and from time to time the Welsh Government priority for use of the funding changes. Hywel Dda University Health Board commissions the Carers Community Outreach Discharge Support Service on behalf of the Regional Partnership Board. The priority is to ensure unpaid carers of all ages within the Hywel Dda footprint are supported and able to participate in the patient’s discharge planning and the health and well-being needs of the carer are considered prior to, and post discharge, when care is provided back in the community. The Service will work collaboratively alongside the Carers (Hospital) Discharge Support Service (“CHDSS”) and local Carers information and advice services in the Hywel Dda area to provide information, advice and assistance to carers enabling them to better manage the impact of caring on their health and well-being. The Service will improve unpaid carers’ experience of discharge and transfer of care planning and ensure that the carers’ needs and wishes are considered.
