Following the elapse of the 8 working day standstill period, the Council is awarding a contract as detailed within this notice to an existing provider following The Health Care Services (Provider Selection Regime) Regulations 2023 Direct Award C procurement procedure. Kent County Council has statutory responsibility as a condition of its Public Health Grant to provide specialist Substance Misuse Services aimed at reducing the harm caused by drugs and alcohol and to improve the health and wellbeing of Kent’s population. This contract under the Adult Kent Drug and Alcohol Services is due to expire on 31 January 2025 and therefore a procurement was required to ensure the continuity of the services from the 1st February 2025. The provision of drug and alcohol services aligns with local and national strategies. Locally, the services support the levelling up agenda and integrated model of care outlined in the KCC Strategic plan 2022-26 (Framing Kent’s Future) as well as the improvement of the local treatment and recovery system as outlined in the Kent Drug and Alcohol Strategy, 2023-2028.

Residential Substance Misuse Services

This procurement is issued under Direct Award Process B in line with the new Provider Selection Regime.\r \r This contract is for Residential Substance Misuse Services and is divided into two Lots:\r \r â€¢ Tier 4 In-patient Detoxification Residential Services\r â€¢ Residential Rehabilitation from Substance Misuse\r \r The Council is seeking multiple providers that can provide either or both of the above named services. \r \r This is a flexible open agreement where, at any time, any Provider that meets the required standards in the Selection Questionnaire can be awarded a contract. \r \r The Council makes no guarantee to any Provider that they will be awarded a placement and no guarantee is made in respect of any volume of work under any such agreements, or in aggregate under the contract. \r \r Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Contract. The contract affords the Provider merely the opportunity to respond to an invitation from the Council for the provision of services. \r \r The Contract provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.\r \r Where a Service is required, the Council will approach the Provider for the service required and confirm with the Provider that they are able to provide the service required within the timescales. The capped daily or weekly rates submitted by the Provider in the Selection Questionnaire (Pricing Schedule) will be the maximum daily or weekly rate for the services. Medway Young Persons' Substance Misuse Support and Recovery Service

Medway Council require an effective and equitable service that supports young people who use substances to access a range of support services (such as harm reduction interventions, one-to-one support, group support, recovery, and education) to meet their needs effectively, preventing further substance-related harms. Medway Council carried out a health assessment at the start of this year which identified gaps in service provision between CYP and adult’s services. This has informed Medway Council’s long-term aim to create an all-age system for substance misuse services and improve transitions between the CYP service and the adult’s service. At present the Young People’s service and the adults treatment service are delivered by two separate providers, commissioned by different organisations. While both commissioners and providers work collaboratively, the current arrangement has different contract end dates and contract management routines. This award is the first step in aligning the contracts, their management, and personnel while a new all age, but age appropriate, model and service specification are developed. The benefits are as follows: • Commissioner can focus on service development and stakeholder engagement rather than performance managing two contracts • Pooling of resources will increase the amount available to use on service delivery • Co-design of the new all age service will be more effective and a wider pool of service users available for consultation To enable this, the proposal is for the CYP service to run alongside the existing adults’ service and provided by the current adults’ service provider. Therefore, the contract term will be brought in-line with the adult’s contract, with an initial contract period of 19 months (1 Sept 2024 – 31 March 2026), followed by one optional 12-month extension. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The award decision makers are Public Health commissioning officers. The intention is to award the CYP Substance Misuse Service using the Most Suitable Provider process.

Drug and Alcohol Peer Support Service

The service will facilitate peer group support activities for Islington residents with drug / alcohol support needs. This will include face to face and online support. Delivery would need to include weekends as well as weekdays. The service is being commissioned with the understanding that when people with similar experiences, in relation to drugs or alcohol, support each other, it can improve their overall well-being and create a caring community where recovery can happen and be sustained. Whilst peer support interventions do exist within Islington, we have identified a gap for regular peer support at weekends and currently there is no online peer support provision for those that wish to access services in that way.
