PS23108 - LCSF Heat Decarbonisation Plans Research Project

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the RM3824 Heat Networks and Electricity Generation Assets framework. Brief Description of Requirement One of the greatest challenges today in meeting the UK's 2050 Net Zero target is decarbonising the way buildings are heated. Most of the buildings in the public sector still rely on fossil fuel-based heating and as these heating systems approach the end of their working lives it is an ideal opportunity to transition to low carbon heating. DESNZ has two primary interlinked schemes designed to meet the challenge of decarbonising public sector buildings: the Public Sector Decarbonisation Scheme (PSDS) that provides grants for public sector bodies to fund heat decarbonisation and energy efficiency measures (Phase 3 of the PSDS is providing £1.425 billion of grant funding over the financial years 2022--2025); and, the Public Sector Low Carbon Skills Fund (LCSF) that provides grants for public sector bodies to put in place a heat decarbonisation plan, providing them with information and expertise they need to develop future applications to the Public Sector Decarbonisation Scheme.

OPSS - Understanding Product Safety Data Landscape

Brief Description of Requirement The Office for Product Safety and Standards (OPPS) is looking to run an exercise to: - Establish the product safety data landscape, - Identify data sources that OPSS may benefit from in the wider context of product safety, - Set out how identified data sources could provide helpful insight into product safety regulation - Recommend which sources should be acquired to benefit organisational priorities. We currently have access to various datasets but are keen to understand whether this presents the full picture of available data, or whether there is data that we could utilise to further inform our activity.

Climate Finance Accelerator (CFA) - Independent Advisor

The Climate Finance Accelerator (CFA) is a £12m technical assistance programme providing practical ways to help governments finance and deliver their climate commitments under the Paris Agreement. The CFA aims to improve the flow of climate finance in participating countries to deliver emissions reductions. The role of the CFA Advisor is to support the continued successful delivery of the CFA process and to support its embedding in-country. The CFA Advisor will help oversee programme delivery by: - Providing strategic guidance to in-country processes and wider programme implementation - Leveraging links to financiers, and helping secure participation at events - Participating and facilitating CFA workshops, as required - Participating in the CFA Advisory Board - Supporting the CFA embedding process, by giving strategic advice on possible governance structures, helping source funding both in country and globally, and thinking holistically about the future of CFA and how the value it brings can be maximised. In the case of continued CFA expansion to new countries, the CFA Advisor will help guide the CFA country selection process based on agreed criteria such as market maturity, availability of bankable projects, and suitability of the enabling environment.

RAF042/2223 - Research on the impact to companies of the EU's Green Taxonomy Framework

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS DPS RM6126 Research and Insights. Brief Description of Requirement The research aim is to improve the evidence base on the expected benefits from a UK green taxonomy, corporate disclosures against such a taxonomy, and understanding any barriers to achieving these by engaging companies who have had to comply with the EU requirements. More specifically, DBT want this research to: - Identify preparer views towards the framework, as well as the benefits of disclosure for both preparers (i.e., companies) and potential users (i.e., investors and consumers) - for instance, how are the current disclosures (on eligibility) being used, how might alignment disclosures be used in future, and are there any key information gaps that the disclosures would be addressing. - Understand the journey to compliance for EU companies in scope of the EU green taxonomy disclosure obligations - this will provide DBT with a good understanding of the steps to mandatory disclosure. - Identify the most challenging aspects of the compliance journey and the main drivers of cost - this will provide a good understanding of which stages may be more challenging and therefore costly than others. - Identify where amendments should be made along the compliance journey to reduce the burden of compliance and improve the usefulness of information.
