Procurement Frameworks for RBKC Housing Management - Construction Professional Services

Contract Award As a landlord RBKC is responsible for the repair, maintenance and good management of its buildings and housing stock RBKC is proposing to establish framework agreements for the provision of professional services that will enable it to meet these obligations. From time-to-time work is required to RBKC’s buildings and estates, due to ordinary wear and tear, the finite lifespan of the relevant parts, for compliance with the most up to date standards and regulations, and to otherwise ensure that its housing stock is safe, well managed, in good condition, and meets the needs of residents. To facilitate this work, professional and specialist advice is required to support the internal delivery teams. The proposed framework agreements are intended to ensure that when, during the coming years, RBKC finds that it is necessary to carry out works to a particular building or estate, arrangements will be in place to call-off and deliver the professional services that will support the safe, timely and cost-effective delivery of works. RBKC intends that the use of these framework agreements will produce economies of scale and administrative efficiencies, that will enable it to achieve greater value for money for the Council, and for its leaseholders. To that end, RBKC has divided the procurement into multiple lots so as to mitigate risk, foster competition in the market by promoting tender participation from small and medium size enterprises, and avoid single-supplier dependency.

1.1 Following an advertisement in the UK Find a Tender Service dated 8 July 2024 (the "Contract Notice") and a competitive procurement process undertaken in accordance with the Public Contracts Regulations 2015, Community Health Partnerships Limited (the "Client") has established a Dynamic Purchasing System for the provision of Consultancy Services (the "DPS"). 1.2 The Client has established the DPS to enable the Client and Authorised Users to enter into Call Off Contracts with the DPS Consultants for the provision of Consultancy Services as and when required during the DPS Term. Procurement of a Consultant to provide Project Management and Quantity Surveyor Services for a Major Compound Remodelling and Refurbishment Project, Tokyo, Japan

The Foreign Commonwealth and Development Office ("FCDO") is undertaking a Major Compound Remodel and Refurbishment Project at the British Embassy, Tokyo. This includes: remodeling and refurbishment of the Embassy office (the "New Building") to provide a modern, fit for purpose and first class flexible working environment; refurbishment of the Residence to reflect its historical and political significance; and the remodeling and refurbishment of the Chancery Building as a hosting venue and conference centre for representational events. The FCDO has disposed of excess land within the compound of the British Embassy, Tokyo, and intends to refurbish all elements of the remaining compound in a phased approach. The project scope of works is: - Remodel and refurbish the 'New Building' Embassy office building to accommodate all staff on the compound; - Refurbish the Ambassador's historic Residence; - Accessibility and sustainability improvements throughout the compound - Remodeling of the Chancery Building to become a hosting and conference centre. - Refurbishment of guardhouses, garage block, plant rooms. - Creation of new gym / sports facilities and staff clubhouse - Works to ensure seismic compliance for the boundary wall, especially on the northern boundary of the site. The FCDO awarded a Contract to Currie and Brown UK Limited to deliver the following elements of the Project: -Project Management and Cost Management services, including building contract production and administration, for the RIBA 4 to RIBA 7 stages. The initial appointment for the Consultant will be for Phase 1 of the Major Compound Remodelling and Refurbishment Project, Tokyo, Japan with a completion date of 31 July 2027. The Contract includes the option to appoint the Consultant to deliver services for Phase 2 and Phase 3 of the project and extend the contract term accordingly. The FCDO reserve the right to enact these options under the Contract. The Total Contract Value is £2,139,016.24 for Phases 1-3, excluding expenses. Please note that the Contract term allows for a 52 week defect period. The Procurement Process run was in accordance with the Open Procedure under Regulation 27 of the Public Contracts Regulation 2015. NHSScotland Lead Advisor Consultant Framework (2023)

This Framework will provide Lead Advisor services to Framework Customers (as further described in the Statement of Requirement). The role of the Lead Advisor is varied and may include a range of advisory, design discipline, inspection and supervision services and building surveying inputs to health and social care programmes of work and projects to be delivered via a variety of procurement routes. It will be a key requirement of this Framework to provide an integrated Advisor service for construction projects procured under the NEC4 suite of contracts. The authority is not able to guarantee the volume, type or value of any work called off under the framework however the current estimate of the total potential value over the term of the framework is noted within the contract notice. The current realistic anticipated framework expenditure is circa 10 million GBP, however the maximum anticipated expenditure for the framework is 20million GBP given the potential for additional funding to be allocated to the NHSScotland Capital Programme over the life of the framework.
