Open Framework for the Provision of Homecare Services

Cumberland Council is advertising an Open Framework for providers to deliver Homecare Services, for the delivery of personal care tasks in people's own homes on a 24/7 basis for people over 18. These services are regulated by the Care Quality Commission under The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, on a 24/7 basis for people over 18. There are two lots - Lot 1 - Standard Homecare Services / Lot 2 - Bespoke / Non Standard Homecare Services. \\r\r \\r\r The Council proposes to enter in to the Framework Agreement for an initial period of 48 months with the successful providers. There are TWO optional extensions available of up to 12 months each. The maximum length of the Framework Agreement, including the optional extensions is 72 months. These optional extensions are at the complete discretion of the Council. The end date of 31st March 2030 includes the two optional extensions. If these extensions are not used, the Framework will end on 31st March 2028. \\r\r \\r\r In addition to Cumberland Council (the contracting authority), the NHS North East and North Cumbria Integrated Care Board (the ICB) is a potential user of this Framework and they may purchase homecare services, subject to the ICB signing a Framework Access Agreement. \\r\r \\r\r The estimated total value of the Framework for the 4-year initial term is £128.144m excluding VAT. The estimated total value for the initial term plus the two 12 months optional extensions is £213.038m excluding VAT. For the Provision of an Extra Care Framework

Derby City Council is seeking to appoint homecare Service Providers, registered with the Care Quality Commission (CQC) for regulatory activity of 'personal care', to provide care and support services to adults living within Extra Care Housing (ECH) schemes. The provision is required 24 hours a day 7 days a week, and there are several distinct definitions and functions to service delivery that, to clarify, differ from regular Homecare services. The Service Provider(s) will be required to staff an onsite and exclusive team at each of the schemes to ensure provision of a 24/7 core wellbeing service. The Service Provider must occupy an onsite office space and be registered as a specific location with the CQC. Residents will have access to the 24/7 Core Wellbeing Service which must be adequately staffed and available 24 hours a day, 7 days a week. In summary, this service consists of the following key elements: • Temporary unplanned care, day and night, for all Residents • Emergency response during the day and night for all Residents • Partnership working with the Housing Provider and other partners The Framework is split into three Lots as detailed below. Each Lot will be awarded to a single Service Provider. Open Framework for the Provision of Homecare Services

Cumberland Council is advertising an Open Framework for providers to deliver 'Homecare Services', for the delivery of personal care tasks in people's own homes, regulated by the Care Quality Commission (CQC), under The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 on a 24/7 basis in Cumberland for people over 18. The Council is conducting the procurement of this framework using the open procedure in accordance with the Public Contracts Regulations 2015 (PCR) for the purpose of procuring the services described in the Service Specification. There are two Lots - Lot 1: Standard Homecare Services and Lot 2: Bespoke/Non-Standard Homecare Services. Successful Providers joining the Framework will automatically be awarded to both Lots. The Council will seek to open the Framework to new applications every 6 months from the commencement of the Contract Year during the Term via Find a Tender. It shall be at the Council’s sole discretion to open the Framework to new applications more or less frequently than every 6 months and to decide how long the tender period is open for each time. Submission deadlines are stated in the ITT. The Council reserves the right to close the Framework to new applications if in the opinion of the Council there is good reason to do so. In the event the Council determines to exercise its discretion to close the Framework to new applications, it will notify its intention and the period which the Framework will be closed on Find a Tender. The Council reserves the right to reject any applications from Providers who have a CQC rating below “Good”. Applications from Providers who are not rated or below Good may be accepted on a case-by-case basis at the Council’s discretion, where the Provider can demonstrate a robust improvement plan and evidence of actions being addressed appropriately and in line with identified timescales. The Council reserves the right to reject any applications from Providers who do not have an office base in Cumberland. From the commencement of the contract and throughout the contracted period Providers must be registered with CQC and have a local office base in Cumberland from which they will operate the service. The Council (at its sole discretion) may agree that a local office can be outside of the Cumberland boundaries where the Council is satisfied the office location is within reasonable distance of care delivery and there is suitable infrastructure in place. The Open Framework includes requirements around delivery of Social Value and the requirement for Providers to pay the Real Living Wage to its Staff engaged in the delivery of the Services. The Council shall review the contract term around the Real Living Wage annually. Home Care (Domiciliary Care) Flexible Framework

The London Borough of Sutton (the council) intends to commission Home Care and Support services to support the independence and wellbeing of Sutton service users with care needs. It is a priority for the council that Sutton citizens are able to live independently at home. The council wishes to commission personalised, enabling and re-abling home care services which support people to retain their independence and continue to live in their own homes. The ultimate aim is that the quality of life of Sutton residents receiving home care services is enhanced. Home Care (Domiciliary Care) is one of the main care and support options provided to enable Service Users to maintain their independence and quality of life in their own home. The primary function of the home care service is to deliver bespoke care and support that maintains and improves wellbeing, independence and resilience appropriate to individual Service User circumstances, prevailing state of health, and personal aspirations - to live a full a life as possible: safe and independent at home. The London Borough of Sutton new model will be commissioned in accordance with Regulation 74 of the Public Contract Regulations 2015 (Light Touch Regime for Health and Social Care) allowing the commissioning of this contract by means of a Lot based, Flexible Framework which will be re-opened periodically as detailed within the tender documentation during the 5 year framework duration. The Council is seeking high quality, local Domiciliary Care Providers who are registered with, and inspected by, the Care Quality Commission (CQC) to work with us in the delivery of a new patch based service model for home care arrangements commissioned by the council on behalf of older and disabled people with assessed care needs.
