PDPS Voluntary Sector and SME Specialist Contracts Framework for NHS Mid and South Essex ICB

This is contract award notice and intended to communicate that NHS Mid and South Essex Integrated Care Board (NHS MSE ICB) is seeking to establish a Pseudo Dynamic Purchasing System (PDPS) framework provision for small and medium enterprises (SME)s, Voluntary Sector Charity Organisations (VSCOs), and organisations who could deliver purpose led services within the Mid and South Essex ICB localities. As advertised within the previous Find a Tender Opportunity Advert (notice number 2023/S 000-037030), this PDPS framework will be for a 4-year period from 01/04/2024 - 31/03/2028. Under this PDPS the Authority may look to award a Call-Off Contract of between a minimum of 3 and maximum 24 months to a provider who has been pre-approved and gained entry onto the Approved Provider List. The headline mechanisms for undertaking a Call Off Procedure under this PDPS are set out later in the procurement pack and will be detailed within each Call-Off Invitation to Tender (ITT). The Services to which this procurement relates above threshold of the Light Touch Regime of the Public Contract Regulations (PCR 2015) (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020). In order to be accepted onto the PDPS, all Bidders responding to the Stage 1: Request to Participate will complete the mandatory Selection Questionnaire, Qualification and Technical envelopes within the e-procurement portal. The Authority aims to open the PDPS each year to allow for new providers to Request to Participate, complete the mandatory questionnaires and onboard onto the PDPS. As advertised in this Find a Tender Opportunity Advert, this PDPS has no activity guarantee, with a minimum contract value of £0.00 per annum. Please note that the notice published in a Find a Tender notice has reflected a minimum value of £1.00 due to "cvc-minExclusive-valid: Value '0.0' is not facet-valid with respect to minExclusive '0.0' for type 'cost'." error which prevents the true figure of £0.00 per annum being illustrated. The maximum indicative aggregate contract value £500million. This indicative value was calculated by using the Authority's actual annual spend across a wide range of voluntary, small and medium-sized enterprises, specialist and locality specific purpose led services across the entire geography of Mid and South Essex. The Authority aims to procure such services via this PDPS (once it is established). Any services that do not align with the aims and objectives of this PDPS will be procured outside of this PDPS, in strict accordance with the Regulations. This procurement commenced before the 01st January 2024 and therefore the Health and Care Act 2022 and the new regime. For absolute clarity, the Provider Selection Regime (PSR) does not apply to this specific contract award for this "Round 1" of the PDPS Framework. All new opportunities or "Rounds" will be appropriately advertised on the Find a Tender Service platform and will be in accordance with the PSR. BHCC Adults Community Support and Supported Living Light Touch Dynamic Purchasing System (DPS)

Brighton and Hove City Council (BHCC) is admitting providers to the initial round of the Dynamic Purchasing System (DPS) for the supply of services in respect of Community Support and Supported Living for adults. The DPS has an initial contract term of 5 years + with optional further extension provisions for an additional 3 years + 2 years. The services required fall under Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015). As a result, this procurement is undertaken under the 'Light Touch Regime' as detailed in Section 7 of PCR 2015. Any interested organisation or consortium with relevant experience may apply to be admitted onto the DPS. The DPS has two (2) lots and be further divided into sub-lots as follows: Lot 1: Community Support Lot 1.1: Adults with Learning Disabilities and who may also be autistic Lot 1.2: Adults with Mental Health needs Lot 1.3: Adults who are Neurodivergent and who may also be autistic Lot 1.4: Adults with Acquired Brain Injuries (ABI) Lot 1.5: Adults with Physical Disabilities and/or sensory needs Lot 1.6: Adults with Substance Misuse and eligible Care Act needs Lot 2: Supported Living, for people with: Lot 2.1: Adults with Learning Disabilities and who may also be autistic Lot 2.2: Adults with Mental Health needs Lot 2.3: Adults who are Neurodivergent and who may also be autistic Lot 2.4: Adults with Acquired Brain Injuries (ABI) Lot 2.5: Adults with Physical Disabilities and/or sensory needs Lot 2.6: Adults with Substance Misuse and eligible Care Act needs For each Lot, there will be an 'Admission' stage, followed by a 'Commissioning' stage. By applying to be admitted to the DPS, Providers are not obligated to bid for services at 'Commissioning' stage. These services are being procured under a multiple-Provider DPS. There will be no limit to the number of Providers admitted onto the DPS, providing they meet the minimum requirements as set out in the Invitation to Tender documents. There will be no guarantee of work or volume of work given under this DPS.

Mental Health and Learning Disabilities & Autism Support Framework - reopen 2023

The Suffolk and North East Essex Integrated Care Board (SNEE ICB) (the "Commissioners") are issuing this invitation to apply to be listed on the Mental Health and Learning Disabilities & Autism Support Framework (the "Support Framework"). The Support Framework has been established to allow Commissioners to work with named providers to transform and develop mental health services within the boundaries of the Ipswich and East Suffolk, West Suffolk Alliances, and North East Essex Alliance. The Support Framework forms a list of preferred providers who have declared an interest in one or more of the listed service areas of Crisis, Children, Young People and Families (CYP&F), Community and Learning Disabilities & Autism (LD&A). The preferred providers listed on the support framework will be approached in the first instance, prior to any open market competition, whenever an opportunity to be involved in the transformation, development and or delivery of mental health and learning disability and autism services is available. The Support Framework was established in April 2022 and so far, the preferred providers have been approached regarding the following services: • Support for Children & Young People (CYP) in crisis within a hospital or community setting that may require Tier 4 • CBT based transdiagnostic resources • Mental Health Safe Haven & Wellbeing Hub • Suffolk Community Connector Service • Therapeutic Family Service North East Essex • Serious Mental Illness & Physical Health - Peer-led Outreach • Children & Young Persons Admission Avoidance • Mental Health High Intensity Users Service • Children & Young Persons Mental Health and Emotional Wellbeing System Offer Mental Health and Wellbeing Services within Suffolk and North East Essex are undergoing a period of transformation and the Support Framework is intended to support these developments by allowing rapid access to providers to support specification development and service delivery. Additional information: Please note that the services and associated specification and prices commissioned within this contract may be subject to review and change, moving forward the Commissioners may further review the above mentioned services in conjunction with the selected providers; therefore, the scope of the possible changes to be made to this contract shall relate to the outcomes of any continuous improvement, through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015. Additionally, the contract may also be amended in terms of the original services supplied or the localities covered, where, following assessment it is identified that it is logical for additional services to be delivered in conjunction with this contract and / or by the provider(s), both in terms of actual service delivery and to avoid duplication of costs. The adaption to services may include but is not limited to other services and specialties formally delivered in alternative care settings where it is foreseen that these services can be delivered more effectively as part of this contract. The services to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations"). As such, the procurement of the services is being run as a process akin to the procedure mentioned above, as outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the regulations, save those applicable to Schedule 3 Services.
