DoJ - Northern Ireland Appropriate Adult Scheme

The Northern Ireland Appropriate Adult Scheme (NIAAS) is a Department of Justice (DoJ) sponsored Scheme. It does not replace parent/guardian/carer responsibility, or the statutory responsibility for people within the care and control of one of the Health and Social Care Trusts. Rather the NIAAS provides the service of a trained and independent Appropriate Adult to support and advise a young person or vulnerable adult during detention in police custody when their relative, guardian or carer cannot or will not attend the police station to perform the role of an Appropriate Adult. The statutory Codes of Practice, issued under the Police and Criminal Evidence (Northern Ireland) Order 1989 (commonly referred to as PACE), require an ‘appropriate adult’ to be called when a juvenile or vulnerable adult is detained in police custody. The role of the Appropriate Adult is to support, advise and assist individuals within these vulnerable groups to ensure they fully understand the detention process and their rights, particularly during police interviews. A juvenile is defined within PACE as a person under 18 years of age. PACE also extensively defines the term ‘vulnerable’ as applying to any person affected and impaired by a mental disorder.

Forensic Science Northern Ireland (FSNI) is seeking to establish a contract for the supply and delivery of laboratory consumables. FSNI is an Executive Agency within the Department of Justice, providing a wide range of scientific services and expertise to assist in the investigation of crime and the presentation of scientific evidence in court. The Agency is an operationally independent organisation that provides a full range of forensic science services through its operational casework sections to its main customers, the Police Service of Northern Ireland, the Police Ombudsman for Northern Ireland, the NI State Pathologist as well as a number of other customers in NI and further afield. FSNI’s requirements vary greatly, therefore for the purposes of this contract, the requirements have been split into Lots as follows: Lot 1 – Lab ware Equipment and Consumables, Lot 2 – ETO / Gas Treated Products, Lot 3 – Chemicals and Solvents, Lot 4 – Lab Cleaning and Decontamination Materials, Lot 5 – Packaging, Lot 6 – Pipettes and Tips and Lot 7 – Crime Scene Material and Consumables. It is anticipated this contract will commence upon award and will remain in place for a total period of 3 years with the option to extend for a period up to and including twenty-four (24) months.

It is governed by the Prison Act (Northern Ireland) 1953 and the Prison and Young Offenders Rules (Northern Ireland) 1995. The Buyer requires a Supplier(s) to supply and deliver fresh and prepared fruit and vegetables. The requirement has been split into two lots. Lot 1 – Maghaberry Prison and Hydebank Wood College and Women’s Prison and Lot 2 - Magilligan Prison. Tenderers may bid for one or both Lots providing they have the capacity to deliver the requirement as stated. The Supplier must provide all items listed within the Lot. The contract will be for a period of three (3) years followed by two optional extension periods of twelve (12) months each.
