Open Framework for the Provision of Homecare Services

Cumberland Council is advertising an Open Framework for providers to deliver Homecare Services, for the delivery of personal care tasks in people's own homes on a 24/7 basis for people over 18. These services are regulated by the Care Quality Commission under The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, on a 24/7 basis for people over 18. There are two lots - Lot 1 - Standard Homecare Services / Lot 2 - Bespoke / Non Standard Homecare Services. \r \r The Council proposes to enter in to the Framework Agreement for an initial period of 48 months with the successful providers. There are TWO optional extensions available of up to 12 months each. The maximum length of the Framework Agreement, including the optional extensions is 72 months. These optional extensions are at the complete discretion of the Council. The end date of 31st March 2030 includes the two optional extensions. If these extensions are not used, the Framework will end on 31st March 2028. \r \r In addition to Cumberland Council (the contracting authority), the NHS North East and North Cumbria Integrated Care Board (the ICB) is a potential user of this Framework and they may purchase homecare services, subject to the ICB signing a Framework Access Agreement. \r \r The estimated total value of the Framework for the 4-year initial term is £128.144m excluding VAT. The estimated total value for the initial term plus the two 12 months optional extensions is £213.038m excluding VAT. These estimated totals are based upon the maximum spend by Cumberland Council and the ICB accessing the Framework from Day 1. The Cumberland Council potential spend on Homecare Services over the full 6-year term is estimated to be £133.882m. Details of current expenditure are indicative only. North Northamptonshire Council Independent Living for Care and Support

North Northamptonshire Council (NNC) is setting up a Framework for the provision of Care & Support in Independent Living settings (often known as Extra Care or Assistive Living schemes) for adults aged 55 and over, who are ordinarily resident within the administrative area of North Northamptonshire and have been assessed as meeting the eligibility criteria. Although, Independent Living settings are predominantly the living choice of older people, such accommodation benefits a range of care and support needs inclusive of other ageing adults, including those with mental health needs, learning disabilities, physical and sensory disabilities. Provision may include, where required palliative and end of life care and support as well as supporting those living with dementia. This type of housing is intended to support independence, enabling Individuals to do things themselves rather than things been done on behalf of them. In delivering the Service every opportunity should be taken to optimise Individuals' capacity to carry out tasks themselves, fostering an ethos of autonomy. Home from Hospital

The service will facilitate timely discharge from hospital where it has been determined that the person being discharged would benefit form a period of reablement, however there is no immediate capacity in the reablement service. The people accessing the service will not have had an assessment under the Care Act 2014. The Home Care and Support - Home from Hospital Service will meet the needs identified in a Home from Hospital Referral Form and provide a domiciliary care service for a temporary period until an ongoing service is determined. It is expected that the people accessing the service will receive service for up to seven days, however the end date of service will be agreed individually for each person. The service being procured is not a reablement service, however the provider must utilise a strength-based approach in the provision of this service, encouraging independence and promoting wellbeing in preparation for the reablement service to commence. There is no TUPE associated with this contract. This Home Care and Support - Home from Hospital Service will be accessed by: Rotherham residents over 18 who have been assessed as suitable to be referred the Council's Enabling Service that may experience dementia, learning disability, sensory impairment, autistic spectrum disorders, mental and emotional distress, severe physical impairment and/or acquired brain injury.
