Crown Commercial Service (CCS) as the Authority intends to put in place a Pan Government Collaborative Agreement for the provision of Debt Resolution Services, including but not limited to: debt collection, enforcement, process services, data services and spend analytics to be utilised by any central government or wider public sector organisation looking for effective debt recovery such as collections, enforcement, data services, spend analytics and recovery. This 4-year closed framework agreement provides access to all types of recovery services for use across all debt streams, to maximise the collection of funds owed to central government and the wider public sector. With input from the Government Debt Management Function, Money and Pension Service, and third-sector partners, the framework is designed to maximise collections and to ensure fair treatment and sustainability of payment plans.

Birmingham City Council seeks to appoint up to three suitably experienced Debt Collection Agencies (DCA’s) to who will be expected to trace, collect or set up a payment arrangement with the liable party. There are a variety of difference types of Debt Collection Agencies (DCA) each with their own unique selling points. The Authority wishes to use different types of DCAs to see which type performs the best. This is the first stage of a larger contract that will go into place later in the year. Contracts are expected to commence in November 2025 for a term of 12 months. The Authority is happy for traced expired warrants to be resubmitted to the Traffic Enforcement Centre at the expense of the DCA and then collected by the same company via the TCOG/Enforcement Agent process. Commission will be paid on all funds remitted back to the Council. Thames Water intends to award an Agreement for the provision of a new Debt Management SaaS solution, as well as the Implementation and System Integration work associated with it. The Software Provider may wish to submit a bid in collaboration with a System Integrator, however Thames Water expects to sign one contract upon completion of this tender exercise under which the Supplier takes accountability for the provision of the Software licenses and the successful implementation of the system within Thames Water's environment.
