Partners in Care and Health Working Age Adults data and benchmarking project

Partners in Care and Health learning disability and autistic people team are seeking a provider that can demonstrate experience of working with the adult social care sector or similar sectors on robust data analysis and benchmarking in order to produce a data tool that the learning disability and autistic people team of PCH can use with council adult social care council senior staff to interrogate the value for money of their offer for working age adults using data that is publicly available. This will most likely be an excel tool and will be used internally by the PCH team. The tool must draw in data on all upper tier councils delivering adult social care services. The tool must update automatically as later years data is published by central government so that it stays current This project will need to be delivered within the final quarter of 2025-2026. We are therefore seeking a provider that can mobilise quickly by drawing on their existing knowledge/ networks and are able to build on Partners in Care and Health’s existing work in this area. The proposed project timescales are provided below: • Project start and contracts signed 1st February 2026 • Draft version completed by 1st March 2026 • Final version delivered to PCH by 31st March 2026 with any learning or further recommendations in writing Any written material, tools or content produced MUST comply with the LGA accessibility requirements and style guide requirements so that it can become an online report included on the PCH website which is hosted by LGA. DOL - Children's Services Advocacy Support and Legal Representation

The Scottish Government is seeking a supplier to provide a demand led service for both Advocacy Support and Legal Advice service to children, aged 12-15. The Education (Additional Support for Learning) (Scotland) Act 2004 (2004 Act) provides the legal framework for the provision of additional support for learning. The Education (Scotland) Act 2016 (2016 Act) amends the 2004 Act to provide that children (aged between 12-15 with capacity) can access certain rights conferred on them by the 2004 Act.

Independent Visitors RMBC Residential Provision Regulation 44

The Council is seeking to engage a single provider to deliver Independent Visitor (Regulation 44 Officer) services, which include both announced and unannounced visits to Rotherham's Children's Homes in accordance with Ofsted regulations. During these visits, the independent person must assess the quality of care, interact with the children and staff, and review the home's records. They will then produce a report detailing their findings and recommendations to enhance the home's operations and ensure compliance with Ofsted regulations. This service must be provided at least once a month, with accurate, evidence-based reports to help improve the quality of residential homes for children. There are currently 7 homes that are fully operational and a further 5 which have been approved and will form part of the scope for this contract. The provider is required to attend all homes specified for this contract when requested by the Council, therefore there it is an expectation that the provider will deliver up to 144 reports expected on an annual basis and 576 reports for the full duration of the contract for the maximum of 12 homes. The actual dates for mobilisation of the further 5 homes are unknown at present but envisaged to take place during 2026 subject to Ofsted registration approvals. When each new home is ready a contract modification will be undertaken No other reporting/reports will be included in the scope of this procurement.
