Description

Merseyside Waste Disposal Authority (“the Authority”) is procuring a specialist commercial advisory service to support the ongoing management and assurance of its long-term PFI/PPP Waste Management Contract. The appointed Provider will deliver expert, ad-hoc commercial advice including contract interpretation, payment mechanism assurance, QCiL review, insurance and JICR support, variation assessment, dispute avoidance, expiry planning and other related commercial activities as set out in the Specification.
The services will be delivered primarily by a named senior commercial specialist with demonstrable experience in PFI/PPP contracts and complex public sector commercial arrangements. Work will be commissioned on an ad-hoc basis depending on operational requirements, and no minimum level of activity is guaranteed.
The Contract will be awarded to a single Provider for an initial period of three (3) years, with the option to extend for up to two (2) additional periods of twelve (12) months each. The procurement will be conducted as an open procedure in accordance with the Procurement Act 2023, ensuring full transparency and equal treatment of all interested suppliers.

PQ0661 - Independent Tenant and Community Advice Service in Relation to The Druids Heath Regeneration Scheme

Birmingham City Council is seeking to appoint an organisation for the provision of an independent community advice service, for the residents of Druids Heath, Birmingham pertaining to the new regeneration scheme. The contract for the services will commence in April 2026 and will be in place for a period of 12 months with the option to extend for a further 12 months. The Council is committed to regenerating Druids Heath for the benefit of the local community, whilst ensuring that this community is provided with independent advice, so that residents can confidently help shape how regeneration is realised. In doing so, the Council aims to ensure that regeneration is completed transparently, so that residents of Druids Heath are aware of what options are available to them, and they can truly collaborate in shaping the design of their neighbourhood. The Provider will provide a vital role as an independent source of advice and information that is trusted by the community. Their primary focus is to ensure that affected residents’ voices are heard, to help affected residents to understand what they can expect from regeneration and to ensure their rights are protected during estate regeneration. This includes unbiased advice on housing regeneration plans, residents housing options and rights, the statutory and legislative frameworks that apply, potential compensation, independent capacity building, advocacy support, and any other considerations that may apply to their circumstances. The Provider will also guide residents toward more specialist advice and assistance as required at key delivery stages, within each individual phase. Clean Energy Skills - North West Regional Evidence Base Mapping

Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. We collaborate with the three local councils, industry leaders, and community partners to shape economic and transport strategies, deliver skills training and business support, and ensure that the voice of business is heard in local decision-making. Through its Marketing Cheshire division, ECW also champions the region as an outstanding place to live, work, invest, study, and visit. Working in collaboration with local government, businesses, educational institutes and other public, private and community sector organisations, we keep Cheshire and Warrington firmly on the map. The recent North West Clean Power Paper makes clear the North West's ambitions to deliver on the Government's Clean Power Mission. The major energy and infrastructure projects in the North West are key to unlocking Clean Power 2030 and Industrial Decarbonisation, and are key to economic growth across our region. It is vital that the workforce and supply chain are in place to support this pipeline, and that as many local residents, suppliers, and educational institutions are involved to secure local benefit. Substantial research has been conducted locally and nationally on workforce readiness and availability across key sectors, including the recent Regional Skills Pilot and North West Retrofit Skills Plan work. To support forward planning, a synthesis of evidence from across the clean energy sectors is required - showing where and when demand peaks for skills and jobs will take place across our geography, and identifying where demand for the same skills across different clean energy sectors could either cause supply problems or unlock new opportunities for collaboration. Enterprise Cheshire and Warrington, working on behalf of the North West Net Zero Hub and the Office for Clean Energy Jobs in the Department of Energy Security and Net Zero, alongside existing and emerging Combined Authorities across the North West, are seeking to appoint Consultancy support to deliver an evidence-base report detailing the likely demand for Clean Energy jobs and skills across the region over the coming decade.
