1.1.	Oxfordshire County Council (OCC, the Buyer) invite suppliers with expertise in placemaking and masterplanning to submit a quote for the provision of outputs listed within this document. We are seeking a multidisciplinary team (referred to in this document as 'the project team') led by an accomplished masterplanning practice with a proven track record in regeneration to deliver a transformative place shaping project in Banbury.

The following contract opportunity invites suitably experienced suppliers to work with Natural England and the Nature Towns and Cities Partnership to scope and shape options for a 'Nature and Health Accelerator' change programme. The programme will be rooted in innovation and cultural change, to explore, develop and test how to mainstream nature and health approaches in urban settings. Central to the work will be the ability to engage with and co-create options for a future programme with leaders from multiple sectors (including but not limited to the environmental, health, physical activity, Place-Making and, economic growth sectors). The Councils are seeking suitably qualified consultants to: by July 2026 (with an interim output required in March 2026), prepare three separate (but inter-related) studies for the Greater Cambridge combined area, as follows: An Allotment & Alternative Food-Growing Spaces Study; A Burial Grounds Study; and A Community Infrastructure Study. Support the councils during the plan making process on any issues related to matters relating to the study's topic area, including at examination. (Given the uncertainties relating to timing and nature of this element of the work, we are initially seeking a quotation for day rates, with the precise scope and timeframes confirmed should the Councils seek to extend the contract beyond Summer 2026).
