Description
This is a mini competition procurement under the CCS Construction Professional Services DPS - RM6242, undertaken in accordance with the Public Contracts Regulations (PCR) 2015.
Surrey County Council (SCC) is the statutory Waste Disposal Authority ('WDA') responsible for the transfer, treatment and disposal of all household waste collected within Surrey, totalling approximately 500,000 tonnes per year. The majority of this is material is collected at the kerbside by the Districts and Boroughs (D&Bs) and deposited at Waste Transfer Stations (WTS) across Surrey for bulking and onward transfer to treatment facilities by SCC's contractor SUEZ. SCC owns a network of five WTS and utilises four other third-party WTS, three of which are operated by the private sector (Envar, for green waste bulking, Chambers and Ash Vale for residual and mixed recycling) and one owned by Surrey Heath Borough Council (SHBC). Collectively these four WTS receive and bulk approximately 75,000 tonnes of Surrey's waste per year.
In addition, SCC owns a network of 14 Community Recycling Centres (CRC) at which approximately 85,000 tonnes of waste is deposited by the public each year and are also operated by SUEZ. Within the current network, 170,000 tonnes of capacity is at risk of being lost by 2029 without intervention, with Slyfield WTS and CRC accounting for 120,000 tonnes of this.
The existing Slyfield facility is located on Moorfield Road, Guildford, within the Slyfield Industrial Estate. The site was constructed in the 1970s and is reaching the end of its operational life. Whilst a significant amount of improvement works and maintenance has been undertaken to keep the site operational, this will not continue beyond the current contract with SUEZ, due to end in September 2029.
Guildford Borough Council's (GBC) Weyside Urban Village Development has provided an opportunity to develop a new WTS and CRC facility on the land adjacent to the current site, with scope for additional capacity within a new design and layout, as identified in SCC's Strategic Waste Infrastructure Plan. The SCC waste team has approval to take the project through a full procurement for construction to identify a preferred bidder and inform the Final Business Case.
The aim is to deliver a new modern WTS and CRC, increasing the WTS's operational capacity from 100,000 tonnes per year to 120,000 tonnes per year, handling the relevant household and local authority collected waste from the administrative areas of Surrey as required.
SCC is seeking a qualified and experienced Consultant to:
i. develop an optimal scheme and masterplanning the site;
ii. prepare the required planning submission, incorporating the application, drawings and all necessary assessments;
iii. prepare all necessary work to facilitate a permit transfer application for a new operator, and,
iv. develop technical documents for a Design & Build construction procurement.
