The provision of the Early Help Disability Support Service to Bridgend County Borough Council
Bridgend County Borough Council is seeking to procure an experienced provider to deliver specialist Early Help parenting support to families where there is a disabled child or children. 
Eligibility for the service will be in line with criteria for the Welsh Government’s Families First and Early Intervention Parenting Support Programmes.  
We wish to appoint a provider that is an expert in the field.  The work will involve coproducing a programme of interventions and activities which complement and work alongside the Council’s own Early Help Hubs.  
The key objectives of the service are:
•	Provision of professional advice and guidance on managing the effects of Disability on the family. Supporting the whole family to enable them to thrive.
•	Providing appropriate parenting support in relation to coping strategies for challenging behaviour.
•	Promoting independence and resilience in the community.
This will be achieved primarily by the provider delivering evidence-based parenting courses, group-based workshops, and individual in-depth coaching where appropriate.
The provider will work directly with parents and families. 
Parents and carers will be provided with support to share experiences and build peer networks, reducing isolation and strengthening family resilience.
Contract term: 24 calendar months from 1st April 2026, with the option to extend up to a further 24 months.

Reopening the Home Care Support Framework (Flexible Framework)

Bracknell Forest Council is reopening the Home Care Framework. The Council is inviting applicants to join the Framework for the provision of home care services. The Framework is used by the Council as a means to advertise, tender and award 'call-off agreements' for services that have common characteristics e.g. packages of care. The original framework commenced in April 2022. The framework could be reopened at the Council's discretion. The expiry of the framework term is 30 September 2027. Successful tenderers are anticipated to enter the Framework from January 2026. Once admitted to the Framework, Providers will be able to bid for any packages that are offered to Framework Providers where they are able to meet the Council's requirements. This will be a fixed rate framework. The estimated value of new packages to be awarded via the Framework from January 2026 until the expiry (30th September 2027) is estimated to be in the region of £250K. This is an anticipated value that is subject to demand and could increase dependant on service requirements. Please note that being awarded a place on the Framework does not guarantee any volume of work. The service is intended to support individuals aged 18+ who live within Bracknell Forest and meet the eligibility threshold for care and support as set out in the Care and Support (Eligibility Criteria) Regulations 2014 for the Care Act 2014. Individuals will have a range of care needs, including complex and challenging behaviours. The service includes activities such as personal care, discharge to assess and supports the reablement of individuals following hospital admission. Although provision is for 18+ this specific service is primarily and foremost a regulated activity for the 65+, delivered by CQC registered providers. Support to individuals with Learning Disabilities (referred to as 'Supported Living' in Bracknell Forest), is provided through a set of separate market arrangements and so is not in scope for this tender. The Council is making use of the allowances of the Light Touch Regime of the Public Contracts Regulations allowing for the procurement procedures to be run in a way that does not conform to standard procedures so long as the principles of transparency and equal treatment are maintained. Domestic Abuse Intensive Family Support

Domestic abuse is a serious issue, both nationally and locally. The complex nature of domestic abuse and the associated harm and inequalities it creates - including mental and physical ill health, homelessness and unemployment - has a drastic, negative and long-lasting impact upon the safety, health and wider life chances of families. The Trust’s vision is to build a Trust that provides excellent social work and family support for and with the city’s most vulnerable children, young people and families. The commissioned service will work with between 5 and 10 families affected by domestic abuse by providing intensive support over a period of up to two years. The expectation is that the Provider will work with the whole family including survivors, perpetrators, children and the wider family support network. The Provider will support in reducing domestic abuse in Birmingham and will ensure that the needs of children are being met in the home. Families will be identified during mobilisation and, once consent has been sought, information will be shared with the successful Provider within the first week of the contract. It is expected that the Provider will review the shared information around suitability and work will begin with families within the third week of the contract. The Provider is expected to engage in transparent and collaborative discussions with the Trust to determine the appropriate level of support for each family. Should it be assessed that a family does not require intensive intervention and the service is therefore deemed unsuitable, the Provider will promptly commence work with a new family. The work will be evaluated for impact and outcomes for the family. Service activity • work with families identified by the Trust • provide intensive support to families for up to two years (minimum of one session per week initially (the ongoing level of appropriate contact can be discussed with the social worker) and become the lead professional for the family at the appropriate time • provide weekly written progress updates to the allocated social worker and attend and actively participate in Child In Need (CIN) / Child Protection (CP) / core group meetings where appropriate /multi-disciplinary case supervision • evidence how risk is assessed and managed in safety planning throughout the duration of involvement with the family • escalate immediate safety concerns to the allocated social worker • refer to other specialist services where appropriate • provide comprehensive exit strategies to families at the point of closure • provide support to families in stepping down to universal services • support in the prevention of non-family care arrangements This service is a pilot, and the duration of the contract will initially be two years with the potential to extend for two years (1 + 1), beginning 2nd February 2026. The contract will be reviewed on an annual basis with a break clause after January 2027, and each subsequent year; with the continuation of the contract based on funding availability and performance.
