Description

This contract will be for the supply of blended Natural Gas for a term of 3 years. The blend will be 90 percent brown gas and 10 percent renewable gas. For the avoidance of doubt the premium for the 10 percent renewable gas must be fixed for the period of the contract, the commodity for the 10 percent will be fixed as directed by CPD after award of contract. The anticipated commencement date shall be 1st April 2026 and expire on 31st March 2029. The Contract will used by the Clients listed in Table 1 of the specification of requirements

4585/AMRC/CK/25 Gas Decarbonisation Equipment The University of Sheffield wishes to invite tenders for a Gas Decarbonisation Equipment on behalf of the Advanced Manufacturing Research Centre, Castings Group at Catcliffe, South Yorkshire. Scope of Requirement AMRC Castings has many gas fuelled processes which we are looking to decarbonise, in particular a 656kW kiln used for firing the ceramic shells used for investment casting. The thermodynamic requirements of the process and on-site electrical grid constraints mean that electrification is not a viable option, and as such, we are interested in ways of decarbonising the natural gas supply to the kiln. We are aware that fuel switching to low carbon hydrogen is technically possible, but currently low carbon hydrogen is significantly more expensive than natural gas which would result in uneconomically high operational costs. We are interested in installing a natural gas decarbonisation system to supply our investment mould flash fire kiln, but we need the solution to be comparable economically to natural gas. 28-32 Flexible Procurement and Supply of Gas and/or Electricity

The Contracting Authority will establish a single, closed Framework Agreement for the flexible procurement and supply of Gas and/or Electricity, as well as Net Zero Energy related Innovation Solutions, to public sector organisations across the United Kingdom. Following comprehensive market engagement, the framework structure has been confirmed and will comprise three distinct lots: Lot 1: Flexible Procurement and Supply of Electricity with Additional Services (covering HH, NHH, Metered and Unmetered Electricity) Lot 2: Flexible Procurement and Supply of Natural Gas, Daily Metered (DM) and Non-Daily Metered (NDM) with Additional Services Lot 3: Supply of Innovation Solutions relating to renewable energy and flexibility services The framework will support flexible procurement strategies, and offer two service levels to Participating Authorities. A Procurement Only Service Offering (POSO) and a Fully Managed (FM) Service. Additional services within scope include: Metering and data services (Meter Operations, Data Collection & Aggregation, AMR provision) Net zero and renewable energy solutions (including PPAs, REGO-backed supply, demand-side response) Virtual PPA facilitation and access to intraday electricity markets Small generation opportunities (Smart Export Guarantee, Feed-in Tariff) Innovation solutions for renewable energy and flexibility services The framework will provide Participating Authorities with access to competitive, flexible energy procurement that supports their net zero commitments and delivers best value. Framework Operation: Suppliers will be evaluated and ranked independently for each lot based on their tender responses. Awards will be made to a maximum of three suppliers on Lot 1 and Lot 2 respectively, and all suppliers on Lot 3 who meeti the minimum requirements of the tender.Suppliers will be ranked as either Primary or Secondary suppliers based on their evaluation scores, with Primary Suppliers being offered first opportunity for any Awards Without Competition via the framework. Call-off procedures: Participating Authorities may award call-off contracts through either: Award Without Competition to the Primary Supplier (highest-scoring supplier per lot), who will be given first consideration for call-off contracts; or Award Without Competition to a Secondary Supplier where the Participating Authority has specific requirements that cannot be met by the Primary Supplier, or where other valid reasons apply; or Further-competition among all framework suppliers capable of meeting the specific requirements. Pricing determination: Prices for call-off contracts will be determined through the suppliers' framework pricing submissions and the specific requirements of the Participating Authority (for direct awards) or through competitive tendering in mini-competitions. Supplier performance and transfer mechanisms: The Contracting Authority reserves the right to facilitate the transfer of Participating Authorities to alternative framework suppliers in circumstances including but not limited to: material supplier underperformance, supplier failure, force majeure, or where a Participating Authority's needs can only be served by an alternative supplier. Secondary suppliers provide essential resilience and optionality throughout the framework term. The Contracting Authority reserves the right to remove or suspend suppliers from the framework where performance issues are not addressed satisfactorily in accordance with the dispute resolution procedures. There is no restriction on the number of lots a single supplier may be awarded, enabling the appointment of a single primary supplier across multiple lots where this represents best value and meets strategic requirements. NW2980 - Energy Supply for NWG

Northumbrian Water Limited (NWL) seeks to appoint a partner/s for energy supply for the import and export of electricity and gas across ~1,853 operational sites and providing compliant Meter Operator Services (MOP) including Data Collector and Data Aggregator Services (DCDA) to ensure accurate data collection and reporting for the operational sites. NWL are looking to appointing a partner/s to support NWG's energy supply for current and growing requirements for business services over the next ten years. The contact has been split into the following Lots; • Lot 1 - Power - Import & Export (HH/NHH/UMS) • Lot 2 - Gas - Import & Export • Lot 3 - Meter Operator Services (HH) The scope of work to be undertaken by the successful bidders is anticipated to be as follows: • Supply NWL with electricity and gas, offering flexible trading options like day-ahead pricing, seasonal trades, and market-linked export contracts. • Work in partnership with the Energy & Decarbonisation team and business stakeholders to adhere to business requirements. • Provide experienced resources with the capability to identify genuine business benefits and opportunities. • Collaborate effectively with stakeholders to deliver end-to-end energy supply services including handling billing, credit notes, and export invoicing, new connection requests, disconnection requests, settlement and data reporting. • Manage NWL's energy portfolio, offering tools for reconciliation, forecasting, and strategic planning across multiple sites. • Provide weekly energy market updates and contributes to NWL's procurement strategy, including supplier interviews and performance KPIs. • Install and maintain meters, collect half-hourly data, and aggregate it for billing and analysis. This includes export meters and strategic assets. Below is an overview of the core components for each Lot within the tendering exercise. LOT 1 - POWER NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of 1,829 electricity supply points including both import and export (1,314 NHH 515 HH - correct as of July 2025). The contract has an estimated annual value of £53M/year (estimated gross of any payments to NWL for electricity export). All electricity contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licenses for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 2 - GAS NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of both import and export gas supply points (25 MPRNs - correct as of July 2025). The requirement is for gas supply contracts for 25 supplies covering import and export of gas. The contract has an estimated annual value of £4M/year (estimated gross of any payments to NWL for gas export). All gas contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licences for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 3 - MOP & DC/DA NWG seeks a supplier to appoint a Meter Operator (MOP) provider to provide Data Aggregation and Data Collection (DA/DC) Services for any new or existing half-hourly electricity supply points. The MOP agreement will cover the installation, maintenance, and management of energy meters, ensuring accurate usage recording, proper upkeep, and regulatory compliance. As of July 2025, NWG is currently overseeing 515 HH MPANs. Due to the timeline of this current tender, NWG acknowledge that the Market-wide Half-Hourly Settlement (MHHS) is a significant reform in the UK's electricity market, aiming to transition all electricity meters to half-hourly settlement. As per NWG's understanding, changes which will take place under MHSS are as follows: • MOPs (Meter Operators) are becoming MOAs (Meter Operating Agents). • DC/DA roles are being replaced by Smart Data Services (SDS) and Advanced Data Services (ADS). • HH/NHH classifications will be replaced with Smart, Advanced, or UMS. • Contracts for Metering Services Smart (MSS) or Metering Services Advanced (MSA).
