Description

Oldham Council is seeking to create a temporary accommodation (TA) framework for Nightly Paid consisting of highly skilled, socially aware and reputable providers to assist with the delivery of statutory temporary accommodation provision under Part VII of the Housing Act 1996.
The framework will be split into lots (please see below), bidders are able to bid for one, two or all lots:
•	Lot 1: Nightly Paid Provision Framework
	Lot 1.1 - Bedsit accommodation
	Lot 1.2 - One bed accommodation
	Lot 1.3 - Two bed accommodation
	Lot 1.4 - Three bed accommodation
	Lot 1.5 - Four bed accommodation
•	Lot 2: Private Sector Leasing - Supply of Residential Dwellings

Housing Related Support - Accommodation Framework

An Open Framework for the provision of short-term accommodation service to support vulnerable people, aged 18 or above, to help them regain their independence, live independently within their communities, maintain or improve their health and wellbeing, and participate in meaningful activities including work, training, volunteering and personal interests/hobbies. The service will also remain flexible to accommodate younger individuals aged 16 or 17 years old or above on occasions, as requested by commissioners, ensuring tailored support to this group when needed. The expectation is that the significant majority of the people receiving support in housing related support accommodation will be 18 years of age or older. In assessing individual housing related support needs, the Provider will be expected to identify and work with other agencies, to address the root causes of problems and not just the symptoms, and deliver sequenced, evidence-based interventions, strengths-based assessment and support planning. Individuals who are in receipt of support in services must also be encouraged and supported to become actively involved in making decisions about their support, and they should be facilitated to do this wherever possible. People accessing these accommodation-based support services will not be charged, other that rent and service charges, and utility bills as agreed in the accommodation provider's occupancy agreement. The total open framework period will be for 8 years, with the following indicative terms for each framework in the scheme: • Framework 1 - Period of 2 years with the option to extend for an additional year • Framework 2 - Period of 2 years with the option to extend for an additional year • Framework 3 - Period of 2 years with the option to extend for an additional year • Framework 4 - Period of 2 years with the option to extend for an additional year Successful suppliers of this procurement exercise will be appointed to Framework
