Description

Background Information for the proposed Work Order

Work is located on the M3 southbound entry slip at Junction 3 and compromises of surfacing improvement 
works in the southbound direction to rectify surface defects. The scheme covers a length of 0.445 lane km. 
50mm surface and 60mm binder course has been designed to address the defects where surfacing is worn, 
potholed, and cracked. One set of MIDAS loops (M3/1457K) are included within the surfacing extents

Highways Framework

Blackpool Council are establishing a lotted - Highways surfacing and civil engineering works Framework. The procurement will be conducted as an open tender and will establish a framework for a 4-year period. Call off contracts may be entered into from the framework in the manner described within the tender documents. The framework will consist of two lots as follows: Lot 1 – Highways Surfacing - Surfacing includes re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete) Lot 2 – Highways Civils - Civil Engineering Works includes construction of improvement works on or associated with the highway network The intention is to establish a framework of up to 4 Suppliers for lot 1 and up to 4 Suppliers for lot 2. This Dynamic Purchasing System is for the provision of the following Road Surface Treatment Services: • Premium Surface Dressing • Micro Asphalting and Footway Surface Treatments • Carriageway Retexturing • Joint Sealing • Asphalt Preservation • In-Situ Road Recycling • Spray Injection Patching • Any works or services similar to those listed above The publishing of this Contract Notice is to communicate the extension of the above DPS which was originally established in March 2018 for a 4 year period. Dorset Council took the option of extending the DPS for a further four year period ending March 2026 and now wishes to extend the DPS for a further period up to 27th September 2028, as permitted in line with Cabinet Office guidance regarding dynamic purchasing systems procured under PCR2015.
