Description

Derry City and Strabane District Council (DCSDC) invites tenders from suitably experienced organisations for the provision of Traffic Management at our events. Derry City and Strabane District Council has established a public outdoor events programme for 2023 – 2026, which includes a number of major events throughout the year such as; • Strabane/Lifford Half Marathon • Foyle Maritime Festival-Derry (Please note that the Foyle Maritime Festival is a bi-annual event with the next one due to take place in 2024) • Waterside Half Marathon-Derry • Halloween Carnival Celebrations-Derry and Strabane • Christmas lights switch on and Celebrations-Derry and Strabane • St Patrick’s Day Festival Weekend-Derry and Strabane Additional public events and celebrations may be programmed on an ad hoc basis. These events may vary in nature, scale and requirements. Tenders are now invited from competent organisations for the provision of traffic management for these and any other events in accordance with the contract term. The requirements within this tender are grouped in the following Lots: Lot 1 –Festival Events Lot 2 –Sporting Events Suppliers may apply for any or all Lots. ‘TM’ referenced in this document refers to ‘Traffic Management’ Contract Term - This contract will be issued for a period of 3 years. The contract will be in two lots. Tenderers will be able to provide a tender submission for one or both lots. Tenders capability for carrying out one or both lots will be assessed on their methodology and approach to each event specification. Please refer to CfT documents for further details.

T2526-050 TRAFFIC MANAGEMENT FOR THE HALF MARATHON

Introduction The Lisburn Half Marathon Event is a road race programme consisting of three races: Half Marathon, 10K and Fun Run. The event will take place on 3rd Wednesday of June each year starting at 6.30pm and finishing at approximately 9.30pm. The awarded tenderer will be dedicated to the event on the evening from 4.00pm until the finish of the event. Set-up and take down times will vary across the Half Marathon site and will be confirmed at pre-event meetings. Background The event attracts over 5,000 participants for the three races. This is a community event using roads around central Lisburn and the surrounding area (see maps below), causing major traffic issues. We require a Traffic Management company to manage the roads as efficiently as possible, providing a safe environment for the runners whilst minimising traffic congestion. Timeframes Event date: 3rd Wednesday of June every year Final Plans, Maps and junction details required by: 1st April each year, however there will be a requirement for draft versions at a multi-agency meeting in March each year. Details of which will be agreed upon award of contract. Pre Contract Meetings and Location: To be agreed on award of contract. Transportation and Infrastructure Professional Services Framework

Birmingham City Council is seeking to appoint organisations for the provision of technical professional services via the Transportation and Infrastructure Professional Services Framework Agreement. The Framework Contract requires consultants who will bring their national , international experience and innovative solutions to deliver added value to our customers and the general public. The framework will be a multi-supplier multi-disciplinary framework and will cover all services required to design and deliver highways and infrastructure projects for the Council. The framework contracts being procured will be awarded with up to a maximum of 4 service providers. All Consultants appointed to the Framework Agreement will be required to have the required skill sets and range of staff available in sufficient numbers and expertise to cover the full range of skills needed to efficiently carry out all the different types of civil engineering and transport related work. Other local Public Bodies based within the East Midlands and West Midlands are entitled to use the Framework Agreement, subject to approval by the Council. This is affected by the completion of an access agreement between the Council and these other local Public Bodies. The open framework scheme will remain in place for a maximum period of up to eight years, commencing on the date that the Contract is awarded pursuant to this procurement process. Further details in respect of how the open framework scheme will operate are set out within the Framework Opening Protocol, contained in the tender documents. The Council does not intend to procure specialist sub-lots on this framework. It is intended to access specialist services via the 4 Suppliers and their supply chains. Under PA23 it states that Subcontracting to SMEs: A condition of participation could require a large supplier to subcontract a certain percentage of the contract to SMEs. This can be a way to promote SME involvement in public sector contracts. The Council intend to incorporate a minimum requirement of 20% of all services to be subcontracted to SMEs as a condition of participation via awarded suppliers. NEC4 terms and conditions will be used for this framework. Suppliers will need to ensure they are on the Central Digital Platform. Of the £400m framework spend (excl VAT), £240m of this is for Birmingham City Council.
