Ofcom has a requirement for an organisation with the relationships and skills to deliver media literacy interventions for all ages of children in secondary schools in Birmingham. 
As a minimum, the service must deliver the following by 14 December 2026:
•	Secondary school children have improved media literacy skills relevant to the media use of their year group.  
•	Teachers are resourced to have confidence in teaching media literacy. We anticipate this would include training and follow-on resources.  
•	Parents are confident in having conversations with their children about their device use. 
•	There is an expectation of stakeholder engagement which will include:  
o	Promoting media literacy activities to relevant community organisations 
o	Supporting activities intended to inform policy development, which will be led by Ofcom  
o	Seeking input from an expert steering group, which will be led by Ofcom  
o	Working in partnership with any other organisations commissioned by Ofcom in relation to media literacy in Birmingham 
•	Organisations will work with Ofcom’s evaluation advisor to produce an evaluation framework, data collection tools and an evaluation report to be delivered at the close of the contract.  
•	Organisations will be willing to share learnings with Ofcom’s Making Sense of Media network.

Drive Domestic Abuse Perpetrator Intervention - CPA/SPU/2667P

UK4 Tender notice Cheshire Constabulary would like to partner with a Provider to deliver a ‘Drive’ Domestic Abuse Perpetrator Intervention across Cheshire for an initial 18- month period. Funding to the PCC for Cheshire has been confirmed for the initial mobilisation and delivery of The Drive Project for the financial years 2025-2026 and 2026-27, however the exact allocation of funding is yet to be advised and in addition, will be pro-rated for year 1. Each year more than 100,000 people in the UK are at high and imminent risk of being murdered or seriously injured because of domestic abuse. Services rightly focus on meeting the needs of victims, but too often perpetrators are not held to account, and their abusive behaviour continues. Less than 1% of perpetrators get a specialist intervention that might prevent future abusive behaviour and as a result there is a high level of repeat victimization with the same victim or future partners / family members. To deliver long term sustainable change and reduce the number of victims – we must challenge perpetrators to stop. The intervention seeks to reduce offending in a high risk, high harm cohort of perpetrators. The anticipated contract value of £1.6m provided in this notice is based on the maximum annual allocation of funding for a full year of delivery, multiplied up to match the maximum contract duration. Year 1 funding will be pro-rata’d, however the actual amounts for year 1 and year 2 are yet to be confirmed. As this is grant funding, extension for years 3 and/or 4 and values are not guaranteed. Preliminary market engagement has not been conducted for this procurement, therefore a UK2 preliminary market engagement notice is not applicable. Media literacy for primary schools in Birmingham

Ofcom is the UK regulator for the communications services that we use and rely on each day. We regulate the TV and radio sectors, fixed line telecoms, mobiles, postal services, plus the airwaves over which wireless devices operate. Accountable to Parliament, we set and enforce regulatory rules for the sectors for which we have responsibility. We also have powers to enforce competition law in those sectors, alongside the Competition and Markets Authority. Under the Online Safety Act, Ofcom has media literacy duties including a responsibility to commission activities that support women and girls, help people spot and avoid misinformation, and understand how platforms use our personal data. This ITT sets out our requirements to support children and their parents in Birmingham to improve their media literacy skills. Birmingham was previously identified as an area that could greatly benefit from programmes designed to improve media literacy skills, due to high levels of ‘passive and uncommitted users’ (Internet User Classification dataset). In 2024 two organisations were commissioned by Ofcom to deliver media literacy interventions in levelling up areas in East Birmingham. These programmes delivered media literacy content via theatre in education, assemblies, workshops and media to more than 6,300 participants including pupils, parents and teachers. There was valuable insight gained into what could be improved about the programmes and how more effective delivery could be provided. For example, the theatre in education programme evaluation evidenced that delivering outcomes supporting children to manage use of their first smartphone was particularly impactful, with a suggestion that further interventions should focus on Year 6 children, as they are most likely in the age group to be receiving their first smartphone.
