Description

The Contract is for the Application of Surface Treatments works to carriageway and footway at locations identified in the annual programme with an estimated annual budget of £150,000 to 225,000.
The Contractor's service will be the design, and works application, of surface treatments to carriageway and footway, strictly on a Task-by-Task basis.
The Contract is for 1 year, with up to four 1-year extensions by mutual agreement.
Contractor's Core Maintenance Activities
It is envisaged that the following highway maintenance services will be required on an annual basis:
• Cold Applied Ultra-Thin Surfacing Utilising surface dressing techniques less than 18mm
• Cold Applied Ultra-Thin Surfacing Utilising micro surfacing techniques 18 - 25mm
• Asphalt Preservation Systems
• Footway Slurry Surfacing
• Provision and maintenance of Traffic Management.
• Provision & installation of Road Markings and Road Studs).

The Council is advertising a 4 year contract for the provision of Surfacing Works for Gloucestershire County Council from 1 April 2026 to 31 March 2030, with the provision to extend for up to 4 years to 31 March 2034. The works are part of the structural maintenance programme for Gloucestershire County Council and will be ordered by Task Order for each individual package/scheme. Works to consist of structural repairs to the County Network including planing off existing surfaces and replacement to the various depths and layers required by the design of each scheme. Works will also include minor works reactive schemes from Area Managers budgets Depot schemes tend to be smaller in size than schemes in the structural maintenance programme. Works will also include a limited number of patching schemes. Works will include temporary traffic management, site clearance, adjustment to ironworks, siding, surfacing, ancillary kerbing, road marks and patching The works will be located across the County. The extent of the works will vary and no guarantee of scheme size of annual spend can given. Indicative budgets are as follows, but cannot be guaranteed: • 2026/27 circa £20M • 2027/28 circa £20M • 2028/29 circa £20M • 2029/30 circa £20M We are following a 1 stage process using the Open Procedure. Contract form will be the NEC4 Term Service Contract as amended in accordance with the procurement documents. For Tender Notice purposes, the contract value range is based on predicted budgets over the full term of the contract. The values also include contingency to account for inflation, potential one-off funding bids, DfT awards and other unknown possible increases in capital funding over the contracted period.
