Description

The West Midlands Growth Company (WMGC), in collaboration with the Mayor of the West Midlands, is looking to deliver a high-level regional delegation to India, taking place in February 2026.
In light of this high-profile visit, WMGC is seeking an experienced delivery partner for In Market Representation attracting investment from India to the West Midlands. Ahead of the visit, the In Market Representative that would be engaging with key target audiences and to drive and progress a pipeline of qualified investment opportunities with a focus on Innovation and Technology led sectors with a high likelihood of greenfield investment into the UK, with a particular focus on Cleantech and Future Mobility.
The in-market representation partner will provide local market insights and intelligence, undertake in-market business development activities and pipeline generation and progression, interface with and positively influence key stakeholders, and play a leading role in in-market event planning and delivery of a programme of meetings and follow-ups after the visit.

West Midlands Destination Development Partnership Research & Evaluation

As a nationally accredited destination development partnership, West Midlands DDP has a responsibility to share best practice and identify improvements, not only to optimise regional activity, but also to inform the potential future roll out of DDPs across England and contribute to VisitEngland's leading data and research bank for the visitor economy sector. Consequently, we wish to appoint a supplier(s) to develop and manage a comprehensive multi-source programme and research and evaluation to celebrate success and share lessons learned. Insights from the research and evaluation will assist the DDP delivery team in understanding the impact of the partnership and provide learning for visitor economy stakeholders both regionally and nationally. This requirement is divided into two lots – Lot 1 ‘Evaluation of West Midlands DDP Work-Streams’, and Lot 2 ’Destination Perceptions & Sentiment’. Lot 1 focuses on data collection to support detailed evaluation of the impact of projects delivered by West Midlands DDP and developing our already robust evaluation framework so that it can deliver learning that aligns with our forthcoming West Midlands Strategic Tourism Framework. Lot 2 encompasses primary quantitative research to assess perceptions of the West Midlands as a visitor destination amongst leisure travellers, and local residents who we want to be at the heart of developments to deliver regenerative tourism.

Research to support the scoping of a Train the Trainer programme for the Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings - NP380B

Cadw, Historic England (HE) and Historic Environment Scotland (HES) have been collaborating to strengthen the delivery of the Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings (L3). The Award is the primary accredited retrofit qualification specifically focussed on historic buildings and a requirement of PAS2035 for publicly funded retrofit projects of traditional buildings. So far, this work has focussed on making improvements to the National Occupational Standards that underpin the award, supporting collaboration between awarding bodies to improve consistency across their offers and developing resources to support learners and training providers (such as a course handbook published in early 2025). A future direction we are currently exploring is the development of a Train the Trainer programme that would provide technical training to existing and incoming training providers to ensure they have the expertise required to deliver the L3 qualification. We are seeking external consultancy to undertake research that will provide us with key qualitative and quantitative data for scoping options for the Train the Trainer programme, in particular focussing on the scale of intervention required for the programme to have a meaningful impact on the retrofit workforce. The Department of Education is responsible, under statute, for the provision of education for the children and young people of Northern Ireland and to promote the education system of Northern Ireland needs. The Department commissions evidence-based research including a number of international large-scale assessments of education systems. One such assessment is the Trends in International Mathematics and Science Study (TIMSS). TIMSS is a world-wide comparative study of the attainment in mathematics and science of pupils aged 9/10 years; primary year six in Northern Ireland. TIMSS is managed internationally by the International Association for the Evaluation of Educational Achievement (IEA). To deliver the study in participating countries the IEA, under the conditions of their agreement, require each country to employ the services of a National Study Centre (NSC), this centre is to be led by a National Research Coordinator (NRC). The NSC will be responsible for the delivery of the TIMSS 2027 nationally. The Department therefore wishes to appoint a contractor for the provision of a NSC as well as a NRC to deliver TIMSS 2027 in Northern Ireland. The new contract will commence for the Date of Award, which is anticipated to be in November/December 2025.
