The Service to be provided
Wrexham County Borough Council wish to commission and work with a suitably experienced qualified and registered, (Mental Health) organisation to provide a supported living service for adults with mental health needs in a new build supported housing scheme.
The new build is expected to be completed Q1 25/26 and will comprise of four one-bedroom apartments & a 4-person shared unit, designed to promote independence.
The scheme will support up to eight citizens who have been assessed as requiring Supported Living arrangements with on-site staff presence to enable safe and sustainable tenancies.
This development is part of Wrexham’s strategic approach to improving housing-related support services under the Housing Support Programme Strategy 2022-2026.
What commissioners are asking for?
We require providers to deliver a staffed Supported Living service at the scheme with the following key requirements:
Direct support staffing:
• 310 hours & 7 sleep-in support each week, to include full-time Senior / Team Leader presence. Initially for a short period (to be agreed) we may require an additional live night/sleep to support the transitional period. Care & Support plans will confirm the ratio of hours for the service. Senior support staffing:
The successful provider must be able to:
• Deliver recovery-focused, person-centred support in line with the principles of the Social Services and Well-being (Wales) Act 2014.
• Enable Citizens to develop and maintain daily living skills, manage their occupational contract (tenancy) and achieve personal goals.
• Work collaboratively with mental health services, housing providers, and other community resources.
• Provide robust risk management, safeguarding and crisis intervention approaches.
• Ensure that staff are trained and skilled in supporting adults with mental health needs.
• Maintain CIW registration as appropriate.

Young People Supporting Living Services, is broken down into 3 separate Lots. LOT 1: Young Peoples Accommodation and Support Service Young people who are homeless, or at risk of homelessness, face significant barriers to health, education, and long-term stability. These duties and safeguards do not exist for children accommodated under section 17. If a young person is not 'a Child in Need', has been fully advised, and has capacity, they can choose not to be accommodated under section 20 and will be assessed under section 17. Adults DA Community Service

The Community Safety Team, with a contribution from Public Health, has commissioned a Domestic Abuse Specialist Community Support Service since 2014. Previously this was funded through the Community Safety Fund allocated to the Community Safety Partnership from the Office of the Police and Crime Commissioner, however since 2022 it has been funded through DMBC Domestic Abuse funding, with a continued contribution from Public Health. The service provides free, independent, flexible and time-limited specialist support to individuals who meet the eligibility criteria. The service is responsive to the needs of all victims, regardless of ethnic background, including male victims, older victims, younger victims and LGBTQ+ victims to ensure appropriate access and effective support to individuals that is structured and outcomes focused. It also works effectively with other local domestic abuse service providers/partners. Dudley MBC plan to re-commission this contract for 12 months from 1st April 2026. City Finances Support Service

The City invites Quotations for the provision of the City Finances Support Service (CFSS). The City Finances Support Service is comprised of the core elements of a Direct Payments (Self-Managed Account with PA Recruitment/Management and Payroll Support and a Managed Account for Agency/Provider and Managed Bank Account) support service and in addition, a Pre-Paid Cards Service. The Pre-Paid Card Service will be delivered and contract managed alongside the suite of Direct Payments Support services listed above. Service users accessing and using the pre-paid cards service may not necessarily be utilising direct payments to facilitate and support their care needs. The service users of the CFSS will be Adults, the Parents/Guardians of children in receipt of direct payments or utilising a pre-paid card. The Corporation welcomes the services listed above to be delivered by providers in full or via a partnership, third party or sub-contractual arrangement. The lead provider will be responsible for the effectively contract manage any sub-contract arrangements as required and will need to set out this arrangement as part of their quotation response.
