Taunton Town Council is committed to ensuring that all young people in the town have access to high-quality, inclusive, and responsive youth services. This specification outlines the commissioning of an independent review to assess the current landscape of youth provision in Taunton. The review will inform strategic planning, funding decisions, and service development to ensure young people are supported, engaged, and empowered. 
This review seeks to provide a comprehensive understanding of youth services in Taunton. It will identify strengths, weaknesses, and opportunities for improvement, with a focus on inclusivity, sustainability, and impact. The work undertaken should look to understand the existing barriers to participation for young people and providers. The findings will guide future investment and policy decisions, ensuring services are responsive to the needs of all young people, particularly those who are vulnerable or marginalised.

Employability Services Procured Service Arrangement

The Council is seeking to appoint service providers through a Procured Service Arrangement (PSA). This is a bespoke arrangement/flexible framework which will be developed primarily for Employability Services but can be accessed by all services within the Council. The PSA will be procured using the “light touch” procedure set out in Regulations 74 -76 of the Public Contracts (Scotland) Regulations 2015 (“the 2015 Regulations”). This allows the Council to carry out a selection process which adopts the principles of equal treatment, non-discrimination and transparency and complies with procurement best practice without requiring the use of the traditional open or restricted procedure set out in the 2015 Regulations. The PSA has a broad scope of service delivery with the opportunity for many providers to be appointed. There is no limit on the number of providers who can be appointed to any of the lots under the PSA. The PSA remains open for its lifetime which allows for new providers to be added over its term, at regular intervals which will be advised by the Council. Applicants to the PSA will be evaluated in ‘Phases’, based on the closing date for each Phase. Following the closing of each Phase, the PSA will re-open for new applications for the next Phase.

Embedding the voice of young people in the Humber Violence Prevention Partnership

The Humber Violence Prevention Partnership is looking for a provider to work with us to understand how youth voice is being captured across the Humber. We would like to know what young people have already said in relation to serious youth violence, the ideas and suggestions they have for making things better, and - specifically for those who have been involved in the youth justice system - what support they feel could have changed things for them or would help them in future. Finally, we would like the young people, with support from the provider, to co-develop practical recommendations for how the VPP can better engage with young people, and how we can ensure that our work is always informed by youth voice and how we can take the wealth of advice provided by young people and use it to make our work better. New Immersive Learning Water Feature at Safety Central - CPA/SPU/2537F

Safety Central is Cheshire Fire Authority's safety and life skills education centre, located in Lymm just outside Warrington. The centre has several interactive and scenic features that include lighting, scenery and audio-visual effects. The Authority requires a contract for maintenance and repair of Interactive Features, Lighting and Scenery. There is also a requirement for the contract to include any new or additional requirements including, but not limited to, additional equipment/interactive features, lighting and/or scenery or any refresh/ refurbishments that may be required during the duration of the contract. The contract will be awarded for three years initially, with up to two annual extensions.
