This works will form the second phase of a study into Leicester's office market and development potential. This additional work would allow the council and Homes England to understand delivery and viability considerations for office development, alongside a route map, programme and risk mitigation for the site. \r
This will be provided to Homes England but Leicester City Council will need reliance on the work, so a Duty of Care will be required.
