Hammersmith and Fulham Council would like to invite suitable qualified providers, who operate in the borough, of Adult learning and Skills to tender.
Note this Procurement has been issued to replace to (Notice Identifier 2025/S 000-052450) on the Find a Tender Service (FTS) (Procurement Identifier: ocds-h6vhtk-055393), which has been terminated due to material errors discovered after the tender deadline.   Potential suppliers that have previously responded to the earlier tender are encouraged to re-tender however are cautioned to note the updated Instructions to tender 
The scope of the project is to subcontract the delivery to learners in the Adult Skills Fund (ASF) funding stream, in the areas of Business and Digital Skills, Employability, Green Skills, Creative Skills and Health and Wellbeing.  
HFALS also wishes to commission programmes in Science Technology Engineering Maths, Medicine, Digital and Creative Media (STEM3) linking to our Upstream London Strategy with Imperial in the White City Innovation District (WCID) as part of the Upstream London | London Borough of Hammersmith & Fulham 
Other programmes will include Entry Level, L1,  L2, and L3 qualifications linked to employability, such as Construction, Health & Social Care and Care, and Hospitality and retail will also be in scope.

Supported Employment Services

Dorset Council is seeking a single supplier to deliver a Dorset Supported Employment Service which supports Care Act eligible people living with learning disabilities, mental health needs and physical disabilities seeking employment and voluntary opportunities and supporting them to achieve economic wellbeing and social inclusion whilst maximising their potential as a person living in Dorset. The service will be for adults 16yrs+ and will be able to support young people as they enter adulthood, allowing them the opportunity to receive support to achieve their own employment goals. This is separate to the Connect to Work programme, however there will be a direct interface. See specification for more details. A Preliminary Market Engagement Event was held on 09 July 2025 in relation to this procurement. This is an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. The procedure does not allow for refining of the award criteria, and there is no scope to negotiate. In accordance with Section 18 of the Procurement Act 2023, the use of lots was considered during the planning phase of this procurement and it was determined that dividing the requirement into lots would not be appropriate or beneficial in this instance. Therefore, a single contract approach has been adopted. The Contract will be for an initial 2 years, with three optional 12-month extension periods (1+1+1), subject to satisfactory performance and funding, giving a potential total contract period of 5 years. The estimated annual contract value is £180,000 with a total contract value of £900,000 if all extensions are taken. The current funding available is £160,000, with the additional £20,000 subject to grant funding. The budget of up to £180,000 is not guaranteed and is subject to fluctuations. Please note, these figures are exclusive of VAT. The contracting authority reserves the right to use additional funding received under this contract, subject to availability should funds become available during the term. The contracting authority reserves the right to carry out a subsequent procurement of similar goods, services or works in reliance on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.

The School has outsourced its ICT for a long period but it is now necessary to go to market for the next phase of our development that will improve effectiveness, efficiency (both in the classroom and the supporting business functions) and as such also be cost effective. This procurement includes (but may not be limited to) the items listed below. • A core managed service, management of all ICT against an agreed SLA • A Service Desk, available 52 weeks a year including out of hours access • Local staffing with a minimum of one full time (50 weeks) role, possibly supported by other on-site roles which suppliers deem necessary to deliver the service and meet the SLA requirements • Strategic advice and direction to the School regarding ICT • Responsibility for design, specification, installation, and management of all ICT infrastructure • Supply of goods and services based on an agreed Best Value approach • Management of 3rd parties where relevant to the ICT support • Relevant monitoring, management, patching • Regular performance reporting • CPD and training - digital skills and curriculum as necessary • There is an expectation that the provider will support and/or drive innovation • Maintain technical documentation • Maintain operational documentation, for example inventory management and risk registers • Collective partnership targets aligned to the school's objectives • In school support for the integration and upgrade of the connectivity, communications and security infrastructure as required • Suppliers may be required to deliver a range of technology and change management projects in addition to the providing the core managed service.
