Description

The Authority is undertaking a programme of de-risking for archaeology and ground contamination on land in Great Western Road that is the site of the former Wessex House. This building was a former commercial electrical contractor's brick-built structure with substantial foundations. The ground floor slab remains in situ and requires to be broken up and removed. 
The site extends to 0.60 of an acre and is bounded by Network Rail land forming part of Gloucester railway station on three sides, with direct frontage to Great Western Road forming the fourth side.  The land is almost level and owned freehold entirely by the Authority with boundary fencing on all sides.   
The intended works are a prelude to, and the information obtained will be used to inform, a planning application for developing the site with high density residential apartments to provide homes for the city.
The Authority intends to appoint a Supplier to act as Principal Contractor who will co-ordinate and be responsible for the archaeological excavation and recording, the geotechnical decontamination and complete demolition and removal of the old ground floor slab with associated footings. The Supplier will also be Principal Designer and provide all necessary site welfare facilities. 
The site is presently in use by Kier Construction as a site compound and material storage facility for The Forum redevelopment being the major new scheme currently under construction for the city.  The site should be cleared and vacated in August this year. 
The archaeology under this site consists of the surviving below ground remains of the Gloucester Union Workhouse Infirmary and the adjacent Casual Wards. A desk-based assessment and site trenching has been undertaken to initially assess the archaeological remains and inform this Request for Quotation. 
This is a challenging site close to the operational railway with a busy Great Western Road frontage requiring 24-hour access for ambulances to the Royal Hospital on the opposite side of the road.

P3341 - Emergency Call-Out & Birmingham City Council’s Emergency Demolition Projects

Birmingham City Council (the Council) is seeking to appoint an organisation for the provision of 24/7 emergency works contract to aid Birmingham City Council in fulfilling its responsibilities under the various ‘Unsecure’ and ‘Dangerous Structures’ legislation. The contract will commence on 01 January 2026 and the contract duration will be 36 months. Overview of the Opportunity The successful Contractor will be expected to provide a single point of contact for the attending Building Surveyor/Council Officer to call upon whilst out on an emergency call-out. The Contractor is expected to bring their expertise to the contract and assist the Building Surveyor/Council Officer to determine the ‘best fit’ solution to the problem at hand. The Contractor will then organise relevant labour, materials and plant to perform the works as required by the Building Surveyor/Council Officer. The Contractor will attend site and liaise with all relevant parties to bring a satisfactory conclusion to the event. The type of work the Contractor will encounter cannot be predetermined due to the nature of emergency circumstances but could include: i) complete or partial demolition of domestic, commercial or Council owned property ii) security works to a building to prevent unauthorised access iii) assisting the emergency services to render safe a building affected by fire or an accident iv) providing temporary support to a building to allow further works at a later date, possibly by another contractor v) providing temporary barriers around dangerous/unstable buildings/structures to keep the general public at a safe distance The works will be carried out on both private and council owned land/buildings/structures. The successful Contractor will provide Acivico (Building Consultancy) Ltd, with at least two contacts who can be reached 24 hours per day throughout the year. The contact or his nominated representative will then be required to be at the site within one hour to assist the attending Building Surveyor/Council Officer and assess the level of resources necessary to undertake the works. The successful Contractor must then mobilise his resources and be prepared to commence any necessary work within one hour of the contact representative arriving on site. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
