Description
The Housing Act 1996 part VII (as amended by the 2002 Homelessness Act) requires all councils to ensure that interim accommodation is available to homeless households seeking assistance under the homeless legislation and, if a statutory homeless duty is accepted, that provision of temporary accommodation must continue until the homeless household is offered either a secure tenancy, or assured tenancy; or an assured short hold tenancy within the private sector. The council will require approximately 140 properties for households at any one time as part of this framework agreement. The intention of the framework is to provide suitable provision for temporary accommodation at all times. The procurement is for services which are considered Light Touch Regime (LTR) services under the Procurement Act 2023, as specified in Section of the Act. This document describes how the Procurement will be conducted, including details of the associated Procurement timetable, award criteria and how to respond to this opportunity. The initial term will be for 3 (three) years, with the option for 1 (one) 2 (two) year extension. The framework will be based on minimum acceptable performance (map) being met by the tenderer as identified via key performance indicators. The total framework term will not exceed 5 (five) years. The local authority will create an open, flexible framework in accordance with Section 9 (5) and 45 (9) in the act. The authority reserves the right to re-open the framework at any time to allow further suppliers to bid. When reopening the framework, the authority will not change any T & C's or framework requirements.
