Description

West Northamptonshire Council is seeking one organisation to provide Statutory Independent Advocacy services on its behalf across West Northamptonshire.
Local Authorities have a duty to involve people in decisions made about them and their care and support. No matter how complex a person’s needs, Local Authorities are required to help people express their wishes and feelings, support them in weighing up their options, and assist them in making their own decisions during the assessment, care planning, review processes, and also including safeguarding enquiries.
This service will assist in the delivery of, and compliance with, the following relevant legislation and guidance:
Care Act 2014;
Mental Health Act 1983 and its Code of Practice;
Mental Capacity Act 2005 and its Code of Practice;
The Care and Support (Independent Advocacy) Regulations 2014
Care and Support Statutory Guidance (Issued under the Care Act 2014);
Equality Act 2010;
Advocacy Code of Practice (Revised Edition 2014).
The Mental Capacity (Deprivation of Liberty: Appointment of Relevant Person’s Representative) Regulations 2008
Health and Social Care Act (2012)
The service will enable people who have substantial difficulty being involved in the key processes and interactions with the local authority to be supported in that involvement as fully as possible, and where necessary be represented by an advocate who speaks on their behalf. It will ensure that people’s wishes, feelings and needs are at the heart of the assessment, care planning and review processes and will focus on the presenting issue, be person-centered, delivered in line with relevant legislation and guidance and be resource and cost effective.
The Provider will be required to deliver the following types of Advocacy Services during the lifetime of the contract:
Independent Care Act Advocacy (ICCA)
Independent Mental Capacity Advocacy (IMCA)
Independent Mental Health Advocacy (IMHA)
Independent Health Complaints Advocacy
Relevant Paid Persons Representative (RPPR) Advocacy

The Authority proposes to enter into one (1) contract for an initial period of 36 months with the preferred Potential Provider, with an option to extend for a further two individual periods of 12 months each making 60 months in total.
The estimated value of the contract is £3,122,240 *
* The value is estimated for an increase requirement for IMHAs as the Mental Health Act 1983 is amended by the Mental Health Bill 2025 and is currently based on an anticipated implementation date of 2027. If the IMHA changes are delayed, the overall contract value will reduce by £337,060 for every year it is delayed as the additional hours will not be required. 
There is no price evaluation in this tender and bidders are to submit a tender with the understanding that the value listed above is final and fixed.

LOT 1: Birmingham Children's Trust (The Trust) is looking to commission a domestic abuse service to support victims, perpetrators and children (pre-birth to 18 years). Domestic abuse is the primary reason for engagement with the Trust, prompting the Trust to seek services that offer direct support to families and provide training to enhance staff skills. The Provider is expected to engage in transparent and collaborative discussions with the Trust to determine the appropriate level of support for each family. The work will be evaluated for impact and outcomes for the family.

Restorative Justice Related Services

The Police & Crime Commissioner for Warwickshire (PCC) invites tenders from qualified providers for the delivery of restorative justice services across Warwickshire. The aim is to support victims, offenders, and communities through facilitated dialogue, mediation, and reconciliation processes that promote healing and accountability The requirement will be tendered in the following lots: • Lot 1 – Restorative Justice (RJ) service • Lot 2 – Anti-social behaviour (ASB) / non-crime restorative service Summary of requirements: • Lot 1 – The Restorative Justice (RJ) service will provide direct support to victims and perpetrators of crime across the county through effective RJ practices. The RJ service will form part of a wider multi-agency approach to justice and support services in Warwickshire and will be expected to work closely with a range of partners, including the Lot 2 service provider. • Lot 2 – The anti-social behaviour (ASB) / non-crime restorative service, which will sit alongside several partners in a Multi-Agency Restorative Justice Hub (MARJH). The service will deliver restorative interventions for cases arising across the Warwickshire community, where a crime has not occurred. The service will provide an accessible, proportionate, and effective early intervention option, within a wider Multi-Agency Restorative Justice Hub (MARJH). NB: Bidder(s) may only bid for one lot. This tender falls under the Light Touch Regime below threshold, therefore is outside The Procurement Act 2023. Contract Term • Lot 1 - The contract shall be for an initial period of 3 years with the option to extend of up to a further 2 x 12 months. • Lot 2 - The contract shall be for an initial period of 1 year which will run as a pilot with an option to extend for up to a further 4 x 12 months. The PCC has allocated an annual budget of £55,000 for the provision of services for Lot 1. This budget will remain fixed for the period of the contract. The PCC is very keen that the service provides good value for money through the delivery of effective and efficient interventions. Bids and services that focus resources on front line service delivery are encouraged. The PCC has allocated an annual budget of £25,000 for the provision of Lot 2 services. This budget is provided as part of a pilot project. If the pilot is successful and funding is available over the extension periods, the funding envelope will remain the same. The provision of Lot 2 services will be excluded from the PCC's annual grants process. Similarly to Lot 1 services, the PCC is very keen to ensure that Lot 2 services provide good value for money through the delivery of effective and efficient interventions. The Community Youth Work Offer - NHS Norfolk and Waveney Integrated Care Board

NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) are inviting suitably qualified and experienced providers to express their interest in delivering the Community Youth Work Offer. The Community Youth Work Offer will provide needs led emotional wellbeing and mental health support for young people aged 11-18 in Norfolk and Waveney with the overall aim to help young people achieve their goals and have improved mental health. The offer will provide one to one and group-based support using Youth Work approaches and will demonstrate a Neighbourhood teams model of working through integration and alignment with existing NHS commissioned, Local Authority, Primary Care Network and VCSE offers. Young people who access support from this offer are likely to be experiencing social, emotional, and mental health and wellbeing challenges and the provider will be experienced in providing support and promoting recovery for young people with these issues. Support will be targeted towards young people experiencing health inequalities, and those not attending education settings. The service will provide holistic and youth-centred support specifically designed to improve health care access for these target groups. Youth workers will listen to the voice of young people and provide local activities and events for them to attend. These activities and events will aim to improve confidence, self-esteem, and social connections for young people. The provider will demonstrate appropriate infrastructure to enable delivery of the offer/service across Norfolk and Waveney. The proposed contract is for a period of 3 years with an annual value of £850,000 per annum full inclusive of any applicable VAT. At the discretion of NHS Norfolk and Waveney ICB and depending on demand and financial availability, up to an additional £100,000 may be awarded per financial year. This is not a guaranteed available sum and should not be factored into financial planning for the service.
