P3341 - Emergency Call-Out & Birmingham City Council’s Emergency Demolition Projects

Birmingham City Council (the Council) is seeking to appoint an organisation for the provision of 24/7 emergency works contract to aid Birmingham City Council in fulfilling its responsibilities under the various ‘Unsecure’ and ‘Dangerous Structures’ legislation. The contract will commence on 01 January 2026 and the contract duration will be 36 months. Overview of the Opportunity The successful Contractor will be expected to provide a single point of contact for the attending Building Surveyor/Council Officer to call upon whilst out on an emergency call-out. The Contractor is expected to bring their expertise to the contract and assist the Building Surveyor/Council Officer to determine the ‘best fit’ solution to the problem at hand. The Contractor will then organise relevant labour, materials and plant to perform the works as required by the Building Surveyor/Council Officer. The Contractor will attend site and liaise with all relevant parties to bring a satisfactory conclusion to the event. The type of work the Contractor will encounter cannot be predetermined due to the nature of emergency circumstances but could include: i) complete or partial demolition of domestic, commercial or Council owned property ii) security works to a building to prevent unauthorised access iii) assisting the emergency services to render safe a building affected by fire or an accident iv) providing temporary support to a building to allow further works at a later date, possibly by another contractor v) providing temporary barriers around dangerous/unstable buildings/structures to keep the general public at a safe distance The works will be carried out on both private and council owned land/buildings/structures. The successful Contractor will provide Acivico (Building Consultancy) Ltd, with at least two contacts who can be reached 24 hours per day throughout the year. The contact or his nominated representative will then be required to be at the site within one hour to assist the attending Building Surveyor/Council Officer and assess the level of resources necessary to undertake the works. The successful Contractor must then mobilise his resources and be prepared to commence any necessary work within one hour of the contact representative arriving on site. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest. If you wish to express an interest in this opportunity please click on the following link to access https://in-tendhost.co.uk/birminghamcc/ and submit your details to register. Brewery Turnback - ES6-8 Devegetation Works

Brewery Turnback an enhancement scheme funded by the DfT. Formerly known as Manchester Victoria East Turnback, it has been prioritised for early development from the Central Manchester Capacity and Performance study to boost capacity and resilience. The scheme is for the design and delivery of a West facing turnback, located at Brewery Junction. At Victoria station, the through platforms also accommodate terminating trains due to an imbalance of local services to the east and west of the station. The extended time to terminate and turnback in the platforms restricts platform availability for through services. Operational flexibility of the station would be improved if services could utilise a turnback facility to the East of the station. The turnback would also be a service recovery measure during times of perturbation. The turnback is to accommodate trains up to 6 car x 26 m vehicles (DMU and EMU); with trains being able to access the turnback to and from Platforms 3-6 at Manchester Victoria station. As part of the MNTP programme, it was identified that the provision of a turnback facility to the East of Manchester Victoria Train station would provide operational flexibility. Currently, the platforms at Manchester Victoria must accommodate terminating trains, this restricts the availability of the through platforms, impacting performance and causing a timetable constraint. In a standard hour, two services, typically from Kirkby / Preston / Wigan are booked to terminate in the through platforms before the driver changes ends and the train departs in the opposite direction. Typical turnaround times are between 5-10 minutes, meaning that the platform, and route through it, remains occupied for the duration of the turnaround. The operational flexibility of the station would be improved if services could utilise a turnback facility to the East of the station. The turnback would also be a service recovery measure during perturbation. ES2-4 design and development was undertaken by WSP Limited and accepted by Network Rail. However, there are many instances within the designs where assumptions have been made stating that the TRU works would be complete prior to commencement of the project and all as built designs and source records would be available. Devegetation Scope of Work: - remove the existing vegetation from the proposed footprint of construction work, including removal of invasive species - JKW.

Northwest Contractor Framework

Wirral Borough Council (the "Council") as the Contracting Authority in partnership with Procure Partnerships intends to let a Closed North West Contractor Framework (the "Framework"). The Framework will have a maximum duration of four years and may be used to award contracts for the Council's pipeline of works and will be accessible by North West Public Sector Bodies / Contracting Authorities. The Framework consists of Thirteen Lots broadly categorised as Construction Lots (Lots 1-6) / Infrastructure Lots (Lots 7-12) / Demolition Lot (Lot 13). The Council aims to appoint Ten Contractors to each Framework Lot, except for Lot 13 Demolition which will have one single contractor. Lots 1 - 12 will be accessible by Public Sector Bodies / Contracting Authorities in the North West Region UKD). Lot 13 will be accessible by Public Sector Bodies / Contracting Authorities in the Merseyside Region UKD7 only. Where there are ten suitable applicants, the highest scoring ten Contractors for each Lot will be awarded a place on that Framework Lot, and will be ranked from one to ten: the highest scoring Contractor becoming the Rank 1 Contractor, the second highest becoming the Rank 2 Contractor etc. Should a Contractor decline to accept their offered place on the Framework, then a place may be offered to the next highest scoring Contractor (i.e., who may have come eleventh). The Council will also offer one reserve place to Lot 13 Demolition. The Reserve Contractor will be the Tenderer which ranked second. The Reserve Contractor may be brought on to the Framework at any stage during its term where the Council permanently excludes or terminates the Framework Agreement with a Contractor (having won a place on the Framework) for poor performance or otherwise (e.g., insolvency) as provided for in the Framework Agreement. The Reserve Contractor may be brought onto the Framework if the Rank 1 Contractor declines an opportunity from an End User for any reason. As such, the Reserve Contractor will to be required to sign a variation of the Framework Agreement at the point in time that they are invited onto the Framework. The intended number of ten Contractors per Lot may be varied: The maximum number of Contractors awarded a place on each Lot may increase only where two or more suppliers have tied scores, and are jointly placed in the last position (tenth) in respect of each Lot. In such a case, the Contractors who are tied with the same score in the last position for each Lot shall be deemed to be one Contractor for the purpose of calculating the maximum number of Contractors for each Lot. The Council will award a Framework Agreement to additional Contractors where their final score is within 0.01 - 1.00% of the awarded last place position only. For the avoidance of doubt, last position for each lot is tenth position. Only one contractor will be awarded a place on Lot 13 Demolition. One reserve place will be allocated to Lot 13. Where two or more Contractors have tied scores and are in any position except for the last (tenth) position for each Lot, the number of Contractors will fill the positions immediately following the position that they have tied for. For example, where two Contractors are tied in the sixth position, they will occupy the sixth and seventh positions. For example; where three Contractors are tied in the sixth position, they will occupy that sixth position as well as the seventh and eighth position respectively for the purpose of calculating the maximum number of Contractors in respect of the Lot in question. If less than ten Contractors meet the selection criteria to get on each Framework Lot, the Council reserves the right to proceed to establish the Framework with less than ten Contractors on each Lot or to cancel the procurement of that Lot. Further where a Contractor's total score (based on the technical and commercial award criteria) for a Lot ranks them within the top ten Contractors but is under 50%, then on the basis that the Council does not wish to compromise on the calibre of appointed Contractors, the Council reserves the right not to offer them a place on the Framework, and to proceed to award that Lot to less than ten Contractors.
