Background to the requirement: The purpose of this procurement exercise is to appoint a main contractor for works to the hospital’s chimneys funded by NHS Estates Safety Funding 2025/26. The chimneys in question, constructed around 1988, are approximately 38 meters tall from main plant room level and made of mild steel. Externally they are located within an internal courtyard of the hospital (no vehicular access) which is approx. 7.5m above the main plant room level. Customer Objective: The Salisbury NHS Foundation Trust is seeking to dismantle one of the steel chimney stacks and reduce the height of the remaining stack to improve stabilisation. This follows appraisal and optioneering studies by engineering consultants, appointed by the Trust. It is expected that the same consultants will prepare employer’s requirements for this project and be retained by the Trust as technical advisor. It is anticipated that this appointment of the main contractor will be via a JCT 2024 D&B contract. Scope/Specifics: The scope will potentially involve (in no specific order): • Dismantling of one chimney stack which currently contains the flues for the CHP (not currently operational) and one back-up generator. • For the second chimney stack, remove the cap, reduce height of the stack and internal multi flues by approx. 5m (between joints) and replace the cap. This is to be done in a timely manner to allow for use of gas boilers during the peak of the heating season. The reduction height is limited by air quality/ emission requirements. • Re-routing flues or installing new/ diversion flue(s) for plant as necessary (e.g. for one backup generator). • Decommissioning (or coordination of) for one boiler. • Any other building services adaptations required to enable completion of work. • Remove corrosion and reinstate corrosion protection to targeted areas of the retained chimney. • Reinstatement of bird netting above the courtyard. • Removal and disposal from site of all waste. • Temporary works, including any equipment to enable access. • In situ material testing of the chimney steelwork, notably of the welds. • Coordination with Trust appointed specialist for removal of monitoring devices on stacks ahead of dismantling/reduction works. • Subcontracting and coordination of the specialist elements of work with the steel chimneys and building services works in the main energy centre. • Under CDM act as Principal Contractor and as Principal Designer during the construction phase. • Appointment of any building services and structural engineering consultants to complete the construction works and produce health and safety file on completion, including updates to the Trust’s 2D and 3D record drawings which will be provided on appointment.
