Description

The Council is seeking to appoint a supplier to provide CDM Principal Designer/CDM Advisor Services and carry out all the duties as per the Construction (Design and Management) Regulations 2015. In accordance with Regulation 11(1), will be required to plan, manage and monitor the pre-construction phase and coordinate matters relating to health and safety during the pre-construction phase to ensure that, so far as is reasonably practicable, the project is carried out without risks to health or safety. In fulfilling these duties, amongst others. Also must take into account the general principles of prevention and, where relevant, the content of any construction phase plan and health and safety file, and ensure all Designers comply with their duties in Regulation 9\r

To carry out all the duties of Building Regulations services as required by The Building Safety Act 2022 for various types of works. Undertake a full design assessment of relevant design information to ensure, so far as can be reasonably ascertained, it is in compliance with the functional requirements of The Building Regulations.

Cwm Taf Morgannwg University Health Board (CTMUHB) is seeking to appoint a Lead Consultant to undertake a comprehensive survey, assessment, and prioritised upgrade plan for the High Voltage (HV) and Low Voltage (LV) electrical infrastructure at the Princess of Wales Hospital, Bridgend. The hospital’s existing electrical infrastructure, dating from approximately 1985, contains several single points of failure across both HV and LV systems, including ageing switchgear, insufficient resilience, and limited standby generation capacity. The appointed consultant will be required to carry out a full technical survey of the HV/LV network, standby generators, and associated infrastructure; identify risk-critical defects; and develop high-level costed solutions aligned with Welsh Health Technical Memoranda (WHTM). Following the survey, the Lead Consultant will act as Lead Designer to develop and deliver approved short-term works aimed at improving resilience and reducing the immediate risk of supply failure. Duties will include preparation of design specifications, contractor competence assessment, tender documentation, project management, contract administration, site supervision, and oversight of testing and commissioning. The scope covers pre-contract services through to completion and defects-period support. The consultancy team is expected to include Electrical Engineering (lead), Architectural, Structural/Civil, Fire Engineering, Project Management, Cost Management, and CDM Principal Designer services. Tender submissions will be evaluated on a 60% price and 40% quality basis. Bidders must demonstrate relevant healthcare project experience, provide CVs of key personnel, and evidence delivery of similar engineering and infrastructure resilience schemes. A site visit is strongly recommended prior to submitting a fee proposal.
