MOPAC Victims Voice Forum for London's Black Communities

MOPAC invites bids to establish and operate a “Victim Voice Forum” for victims from London’s Black communities to inform Metropolitan Police Service (MPS) and MOPAC policy and practice on victim care for these communities. Victim satisfaction with the Metropolitan Police Service (the Met) has not been high for some time and the Casey Review highlighted that trust needs to be rebuilt with Londoners and with victims of crime. To help achieve this, the Met is reviewing how victims are looked after when they come into contact with the police: from the first point of contact through to justice outcomes. The Met wants to provide better, more consistent victim care to rebuild lost confidence and place victims at the heart of what they do. This can only be achieved by involving victims in the improvement process, hence we are establishing the Victim Voice Forum (VVF) programme, giving a voice to specific victim groups with low trust and confidence in the police: Victims from London’s Black communities Victims/survivors of violence against women and girls LGBTQ+ victims Disabled victims The Mayor's Office for Policing and Crime (MOPAC) would like to engage the services of a Black community organisation to establish and run the forum for victims from London's Black communities. The provider will recruit participants to the VVF for victims from London’s Black communities and provide the administration and facilitation of VVF meetings, including sourcing venues for meetings and arranging to cover the remuneration and expenses of participants. The VVF for victims from London’s Black communities should consist of 10-12 participants, from a range of backgrounds and geographical areas and with recent experiences of different types of criminal victimisation. They should have a passion to work with MOPAC and the MPS to improve victim care and increase confidence in reporting crime to the police. The provider will also be expected to assist with agenda development and feedback capture to assist with the wider VVF programme. The contract will begin in January 2026 and will run for an initial term of 2.5 years, valued at £50,000. There will be two optional one-year extensions, each valued at £20,000 per year. Provision of Deprivation of Liberty Safeguards (DoLS) Assessments 2025/26

The Deprivation of Liberty Safeguards (DoLS) scheme provides the lawful basis for depriving a person of their liberty when they reside in a care home or hospital when they lack mental capacity to make decisions regarding their residence and care. DoLS apply to people aged 18 or over in England and Wales who have a 'cognitive impairment' and lack the mental capacity to consent to care, treatment or accommodation in a hospital or care home where this is necessary to prevent them from harm and is in their best interests. Liverpool City Council is seeking to appoint a suitably qualified Provider to undertake and complete assessments requested by the DoLS Team. The type of assessment will be determined by the DoLS Team. Liverpool City Council will be accepting bids from suitable organisations through a Request for Quotation (RFQ) competition. Drive Domestic Abuse Perpetrator Intervention - CPA/SPU/2667P

UK4 Tender notice Cheshire Constabulary would like to partner with a Provider to deliver a ‘Drive’ Domestic Abuse Perpetrator Intervention across Cheshire for an initial 18- month period. Funding to the PCC for Cheshire has been confirmed for the initial mobilisation and delivery of The Drive Project for the financial years 2025-2026 and 2026-27, however the exact allocation of funding is yet to be advised and in addition, will be pro-rated for year 1. Each year more than 100,000 people in the UK are at high and imminent risk of being murdered or seriously injured because of domestic abuse. Services rightly focus on meeting the needs of victims, but too often perpetrators are not held to account, and their abusive behaviour continues. Less than 1% of perpetrators get a specialist intervention that might prevent future abusive behaviour and as a result there is a high level of repeat victimization with the same victim or future partners / family members. To deliver long term sustainable change and reduce the number of victims – we must challenge perpetrators to stop. The intervention seeks to reduce offending in a high risk, high harm cohort of perpetrators. The anticipated contract value of £1.6m provided in this notice is based on the maximum annual allocation of funding for a full year of delivery, multiplied up to match the maximum contract duration. Year 1 funding will be pro-rata’d, however the actual amounts for year 1 and year 2 are yet to be confirmed. As this is grant funding, extension for years 3 and/or 4 and values are not guaranteed. Preliminary market engagement has not been conducted for this procurement, therefore a UK2 preliminary market engagement notice is not applicable.
