Description

The Customer wishes to establish a single Provider for the Provision of a Support Service for Adult Victims of Crime. The current agreement is due to expire on the 31 March 2026, therefore the Contract will be for the period of three years from the 1 April 2026, with the option for the Customer to extend for a further 2 x 12 months. The Customer is managing this procurement process in accordance with The Procurement Act 2023 (the 2Regulations2). The Contract is being procured under the Open Procedure.

MOPAC Victims Voice Forum for London's Black Communities

MOPAC invites bids to establish and operate a “Victim Voice Forum” for victims from London’s Black communities to inform Metropolitan Police Service (MPS) and MOPAC policy and practice on victim care for these communities. Victim satisfaction with the Metropolitan Police Service (the Met) has not been high for some time and the Casey Review highlighted that trust needs to be rebuilt with Londoners and with victims of crime. To help achieve this, the Met is reviewing how victims are looked after when they come into contact with the police: from the first point of contact through to justice outcomes. The Met wants to provide better, more consistent victim care to rebuild lost confidence and place victims at the heart of what they do. This can only be achieved by involving victims in the improvement process, hence we are establishing the Victim Voice Forum (VVF) programme, giving a voice to specific victim groups with low trust and confidence in the police: Victims from London’s Black communities Victims/survivors of violence against women and girls LGBTQ+ victims Disabled victims The Mayor's Office for Policing and Crime (MOPAC) would like to engage the services of a Black community organisation to establish and run the forum for victims from London's Black communities. The provider will recruit participants to the VVF for victims from London’s Black communities and provide the administration and facilitation of VVF meetings, including sourcing venues for meetings and arranging to cover the remuneration and expenses of participants. The VVF for victims from London’s Black communities should consist of 10-12 participants, from a range of backgrounds and geographical areas and with recent experiences of different types of criminal victimisation. They should have a passion to work with MOPAC and the MPS to improve victim care and increase confidence in reporting crime to the police. The provider will also be expected to assist with agenda development and feedback capture to assist with the wider VVF programme. The contract will begin in January 2026 and will run for an initial term of 2.5 years, valued at £50,000. There will be two optional one-year extensions, each valued at £20,000 per year.
