This XCEPT Research Fund (XRF) call for proposals will support the development of 4-8 research projects that examine policy and programme interventions in conflict-affected borderlands, with a particular focus on surfacing actionable insights to address  challenges related to conflict economies and how licit/illicit economic activity intersects with conflict and governance in borderlands.  

This Call for Concept Notes is designed to respond to and build on past borderland and cross-border conflict dynamics highlighted in XCEPT-supported research to date, generating more focused analysis on policy responses or approaches that address the linkages between borderland conflict economies and the local, national and transnational drivers of conflict, as well as actionable recommendations for their improvement. Proposals should make clear how the research will assess concrete policy tools, mechanisms, or strategies (whether past, existing or proposed) in response to borderland and cross-border conflict dynamics, and bring forward key considerations for more effective policy and programme design. This might include:

1. Policies, tools, or initiatives designed to address the ways that licit/illicit economic activity intersects with conflict and governance in borderlands, including local, national, or inter-/transnational regulatory and oversight mechanisms; cross-border trade initiatives and regulation, including domestic or international taxation, financial, and trade policies or interventions; etc.

2. Aspects of stabilisation and security policies and interventions that address conflict economies in borderlands, including cross-border security cooperation, border management, maritime interdiction, and/or peace operations and interventions led by regional organisations or other ad hoc coalitions, etc.

3. Aspects of governance or livelihood policies and interventions that address conflict economies in borderlands, including anti-corruption and transparency initiatives, alternative livelihoods programming, or cross-border or regional coordination - as well as national or local initiatives.

Funding support up to £120,000 is available per award, depending on the scope of the research and methods employed.

Call for concept notes - Future horn, future Sudans: Multiple and competing centres

This XRF call for proposals will support the development of three to five research projects that explore the rise of multiple and competing centres in the Horn of Africa and beyond, and the implications for the future of the states in the region, and the nature of the state itself. Research under this call is expected to deepen the body of XCEPT-supported work on contested borderlands in Sudan, South Sudan, Ethiopia and Somalia and the wider Horn, including Horn-Red Sea dynamics. Maritime and security dimensions: What roles do maritime trade, port-centric investment, and regional security deployments (especially in the Red Sea and Gulf of Aden) play in shaping these dynamics? 4. Political and social implications: How do these centres affect political settlements, centre-periphery relations, and incentives for violence? What are the implications for state formation and governance? Proposals need not address all the above sub-questions. Applicants are encouraged to focus on aspects most relevant to their expertise or interest. However, all submissions should engage with the core theme related to the emergence of hubs / centres and their implications for conflict dynamics in the region. Additionally, all submissions also should indicate how research will surface actionable considerations for policy and programme responses. The latter may include how an understanding of multiple and competing centres might support more inclusive future political settlements and more sustainable conflict mitigation efforts. Call for abstracts: feminist frontiers: Rethinking power, agency and responses in conflict-affected borderlands

The XCEPT Research Fund (XRF) invites abstracts that will support the development of a series of high-quality papers that apply a feminist lens to the study of conflict-affected borderlands, with a particular focus on power structures linked to masculinities and femininities, the gendered dynamics of agency within conflict ecosystems, and the potential for feminist approaches to inform more just and transformative peacebuilding in borderlands. Grounded in questions of power, resistance, and structural inequality, this research will contribute to advancing feminist knowledge and practice in borderland contexts and to generating more contextually grounded, equity-focused policy responses to conflict and governance challenges in fragile and contested spaces. XCEPT will provide up to £15,000 of funding for a 6-9 month project that explores one of the below questions and themes. 1. In what ways do ideas and practices of masculinity and femininity shape power structures and conflict in borderlands? 2. How does gender shape agency within conflict-affected borderlands and how is this reflected in the ways communities or actors navigate, resist or transform structural conditions? 3. In what ways do gender-mainstreaming peacebuilding frameworks engage with the structural and intersectional dimensions of conflict-affected borderlands? What epistemic and practical limitations do these frameworks expose, and how might feminist approaches inform more transformative, contextually grounded interventions? Papers may be authored individually or co-authored. Call for concept notes - Climate change, informal trade, and instability in conflict-affected borderlands 

The XCEPT Research Fund (XRF) is inviting applications for a 12-month project that will produce innovative, empirically grounded research examining the relationship between climate change, informal trade networks, and instability in conflict-affected borderlands, with a focus on the role of informal cross-border trade in the causal pathways linking climate stress to instability and conflict. Building on the understanding that climate stress in conflict-affected borderlands - and the resulting increase in informal cross-border trade - can both amplify the agency of local communities as well as fuel instability, this Call for Concept Notes seeks to fund research that examines whether - and under what conditions - such trade networks support climate change adaptation and/or influence conflict. Concept notes should consider the following interlinked research questions: 1. How do communities in conflict-affected borderlands draw on informal, cross-border trade networks to adapt to climate extremes? 2. How are existing trade networks utilised or new ones formed? How effective are such networks as a form of climate change adaptation and resilience-building? 3. Under what conditions do such informal, cross-border trade networks fuel instability and conflict, and what are the implications for local communities and climate adaptation?
