First Aid Training Framework

The Council wishes to set up a Framework that will provide First Aid Training related courses. There will be one Lot, where the chosen Provider(s) will provide all courses mentioned below: Paediatric Emergency First Aid at Work (one day course) First Aid at Work (three-day course) Emergency First Aid at Work (one day course) In addition to the training courses listed above, there will be a requirement for the Provider to include specialist content when required, such as but not limited to: Anaphylaxis management Managing catastrophic bleeding, and Choking rescue techniques in Learning Disabilities settings The training is delivered on an 'as required' basis, and Providers should note there may be a need to deliver multiple courses at different venues across the Council on the same day. Training will be provided in Council premises i.e. libraries, schools, care homes etc. however, depending on course or team needs these may change during the course of the Framework Agreement, but will always remain within Council premises. The Framework Agreement shall be for 3 years with an option to be extended for a further period of up to 12 months. A maximum of 3 providers will be appointed to the Framework. Independent Mediation Service for Education Health and Care Assessments and Reviews and Disagreement Resolution Service for SEND.

This contract is for Independent Mediation Service for Education, Health and Care Assessments and Reviews and Disagreement Resolution Service for Special Education Needs and/or Disabilities (SEND). Durham County Council is looking for a single provider to deliver this service. It is a requirement of the Special Educational Needs and Disabilities (SEND) Code of Practice: 0 to 25 years that all local authorities must have in place a mediation information and advice service which is independent of the local authority. This service will offer independent mediation to families and will provide an opportunity to resolve issues linked to requests for an Education, Health and Care Assessment and the outcome of Education, Health and Care (EHC) Plan Assessments / Reviews prior to families lodging an appeal with a Tribunal. The Contract does not include any guarantee of any minimum volume of services, or any minimum expenditure. Permitted changes that may occur: The contract has a potential to be increased due to demand. Any consequences of the White paper that is due to be released in Autumn 2025 that may have impact. The Council reserves the right to amend the procurement exercise in line with PA23, s31.

The Delivery of End Point Assessments (EPA) for the Army Level 4 Intelligence Analyst (ST0516), Level 4 Data Analyst (ST0118) and the Level 3 Data Technician (ST0795)

The contracted EPAO will deliver EPA for the Level 4 Intelligence Analyst (ST0516) and the Level 4 Data Analyst (ST0118) to the British Army’s Intelligence Corps, the Level 3 Data Technician (ST0795) to the Royal Corps of Signals, in accordance with current DfE regulations and in line with the EQAP’s regulations. Once appointed the End Point Assessment Organisation (EPAO) will be responsible for delivering the following activities in connection with the apprenticeship standard: - Assessment Design and Delivery. - Governance, Quality Assurance and Continual Improvement. - Communications with All Stakeholders. - Learner Management - Managing Complaints, Appeals, Re-Sits and Re-Takes. The Authority will accept tenders from suppliers: - Who are registered with DfE to provide EPA for all three Standards (Level 4 Intelligence Analyst (ST0516), Level 4 Data Analyst (ST0118) or Level 3 Data Technician (ST0795)). - Or are registered with DfE to provide EPA for two of the three Standards and the supplier is in the process of registering for the third Standard at the time of the submission for their tender. Proof of application for registration will be required from DfE (or their representative such as Skills England), with the tender PSQ. - Registration for the third Standard must be completed by the planned contract award date of 20 Mar 26. On contract award proof of registration from DfE will be required. - If the awarded supplier cannot provide this proof by the contact award date they will be rejected from the tendering process and next most advantageous bidder with registration for all three Standards will be awarded the contract.
