Description

The scope of the project is to subcontract the delivery to learners in the Adult Skills Fund (ASF) funding stream, in the areas of Business and Digital Skills, Employability, Green Skills, Creative Skills and Health and Wellbeing.  
HFALS also wishes to commission programmes in Science Technology Engineering Maths, Medicine, Digital and Creative Media (STEM3) linking to our Upstream London Strategy with Imperial in the White City Innovation District (WCID) as part of the Upstream London | London Borough of Hammersmith & Fulham 
Other programmes will include Entry Level, L1,  L2, and L3 qualifications linked to employability, such as Construction, Health & Social Care and Care, and Hospitality and retail will also be in scope.

Cumbria Connect to Work (CtW) Programme

A Cumbria Connect to Work (CtW) Programme is being procured to cover the Cumberland Council and Westmorland and Furness Council areas. Cumberland Council is leading on the procurement and is also the Accountable Body for this programme. The Councils are seeking, through the CtW programme, to break down barriers to employment and provide sustainable job opportunities for individuals with complex needs. The council proposes to enter into the contract from the 27th October 2025 with the successful tenderer. The initial contract period is from 27th October 2025 - 31st March 2028. The contract end date of 31st March 2030 is the date the contract will end if both of the potential 12 months extensions are used. Use of these extensions is at the absolute discretion of the council. Any extensions will be confirmed with the successful supplier if implemented. The highest estimated value is £9,883,966 excluding VAT. This is for the initial term and the two potential 12 months extension periods. Health & Social Care Qualifications at Levels 2 and 3

The City invites Quotations for the provision of Health & Social Care Qualifications (Levels 2 and 3 – must be fundable under the Adult Funding Skills funding rules) The successful provider will have a successful track record in the delivery of a suite of the following HSC training qualifications at levels 2 and 3: Level 3 - Diploma in Adult Care - 61004984 Level 2 - Certificate in Falls Prevention Awareness - 60325525 Level 2 - Certificate in Understanding Behaviour that Challenges (RQF) - 60329440 They will have existing training resources and arrangements (inclusive but not limited to appropriate staff, pipelines / systems for attracting and onboarding new learners, delivery locations, quality assurance systems, awarding body status, learner portfolio and administrative processes) The duration and maximum length of the contract is 10 months (end of July 2026).
