Description

Liverpool City Council is looking to commission a qualified and experienced organisation to deliver a range of Preventative Mental Health Services. We're excited to be transforming our approach in this area, with a focus on strength-based reablement, improved efficiency and effectiveness, and better outcomes for service users, while also helping to reduce demand on statutory services.
The service will support adults who experience mild to moderate symptoms attributed to poor mental health or common mental health problems (CMHP) with the aim of preventing reducing and delaying the need for adults to access acute / crisis mental health services.

Key features of the Lead Provider Mental Health Prevention Services are specified to include:
• Single Point of Referral / No Wrong Door.
• Neighbourhood-based services.
• Scaled up interventions 'that work' e.g. Peer Mentoring that can flex over the course of the contract.
• Scaled up volunteering, education and training opportunities and pathways out of services.
• Menu of interventions, autonomy, choice and control to service users based on individual assessment.
• Monitoring and Outcome evaluation improvement.

The aim is for the lead provider to work with delivery partners to deliver a streamlined, responsive and equitable mental health prevention service, which will develop and maintain a comprehensive timetable or menu of interventions, incorporating a broad range of preventative services, strongly based on co-production with service users.

Drive Domestic Abuse Perpetrator Intervention - CPA/SPU/2667P

UK3 Planned Procurement Notice. Cheshire Constabulary would like to partner with a Provider to deliver a ‘Drive’ Domestic Abuse Perpetrator Intervention across Cheshire for an initial 18- month period. Funding to the PCC for Cheshire has been confirmed for the initial mobilisation and delivery of The Drive Project for the financial years 2025-2026 and 2026-27, however the exact allocation of funding is yet to be advised and in addition, will be pro-rated for year 1. Each year more than 100,000 people in the UK are at high and imminent risk of being murdered or seriously injured because of domestic abuse. Services rightly focus on meeting the needs of victims, but too often perpetrators are not held to account, and their abusive behaviour continues. Less than 1% of perpetrators get a specialist intervention that might prevent future abusive behaviour and as a result there is a high level of repeat victimization with the same victim or future partners / family members. To deliver long term sustainable change and reduce the number of victims – we must challenge perpetrators to stop. The intervention seeks to reduce offending in a high risk, high harm cohort of perpetrators. The anticipated value is based on the maximum annual allocation funding for a full year of delivery, with the actual amount yet to be confirmed. Year 1 will be pro-rated. There will be an option to extend for a further 4 years in increments of 12 months. The additional years may be available subject to funding, so the value is not guaranteed. Diversionary Caution Scheme – Domestic Abuse

This Invitation to Tender (“ITT”) has been issued by The Police and Crime Commissioner for Sussex who are seeking to award a Contract for the provision of Diversionary Caution scheme – Domestic Abuse. The Requirement will be tendered as a single supplier. The Contract Term shall be for a period of four (4) years with the option to extend by a further two (2) x Twelve (12) month extensions. The anticipated commencement date of the Contract is 17th November. Any changes to this commencement date will be communicated to all bidders through the contracting authority’s e-Procurement Portal Following the success of Project CARA (Cautioning and Relationship Abuse), all UK Forces now have dispensation to deliver Conditional Cautions for eligible standard risk Domestic Abuse (DA) cases. However, Forces must demonstrate adherence to CARA principles within the Intervention provided.Our aim is to ensure that our stakeholders obtain the best value for money to maximise the benefits to front-line operational performance. CARA is a recognised and award-winning early intervention program for low risk, first time offenders of domestic abuse who have received a conditional caution. The program promotes awareness of domestic abuse, self-reflection, and behavioural change - helping offenders to recognise the impact of their actions on partners, children, and relationships. Launched initially in 2011 as a pilot with Hampshire Constabulary and the Hampton Trust, CARA has since been adopted in nine UK regions. A Cambridge University study from 2012-2014 indicated that CARA participants were 35% less likely to reoffend in DA incidents compared to a control group. Additionally, CARA regularly performs Impact Reports, where they analyse organisational progress, stories of change and offender feedback – as seen below, results from 2023/2024 highlight general Police usage alongside benefits of the self-reflection and behavioural change aspects of CARA. From August 2024, all UK Police Forces received dispensation to deliver CCs for eligible standard-risk DA cases when using a CARA-compliant intervention - avoiding submission of these to the CPS. January 6th ’25 Sussex launched Conditional Cautions for standard-risk DA. There were 10 referrals in this first month and whilst this may be inflated due to cases held awaiting launch date, uptake is expected to increase over time.
