Social Housing Emerging Disrupters (SHED 5) Framework Agreement

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. PfH is administered by Inprova Limited and is headquartered in the North West of England with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. PfH intends to establish The Social Housing Emerging Disruptors (SHED) 5 Framework to promote innovation through establishing national arrangements to provide innovative goods, works and services to the housing market and the wider public sector. The first Social Housing Emerging Disrupters (SHED) Framework Agreement was launched in January 2022, comprising 18 innovative solutions. The aim was to create a framework of innovation permitting start-ups, small and medium sized businesses and the voluntary sector as well as established larger companies to offer their innovative products and services to the public sector. The second SHED framework (SHED 2) comprising a further 20 suppliers with a range of innovative solutions was launched in January 2023 and was shortlisted for the 'Innovation Procurement Project of the Year' Award by Built Environment Network. SHED 3 commenced in January 2024. SHED 4, comprising 17 solutions was launched in January 2025. To reflect the emerging nature of innovation, a fifth SHED Framework (SHED 5) will be procured in Autumn 2025. The solution will enable PfH Members to procure a range of products and services that offer real and innovative benefit to the housing and wider public sector. The framework will provide successful suppliers with the opportunity to promote their innovation and will allow fledgling markets to test their true potential, providing the foundations for success and wider adoption across the public sector. The Framework Agreement will operate on a national basis, providing an offering suitable for members of PfH in England, Wales, Scotland and Northern Ireland and other public bodies permitted to use the Framework Agreement. North Northamptonshire Council in Partnership with Northamptonshire Integrated Care Board (ICB) for the Provision of Supported Living Services for Working Age Adults

North Northamptonshire Council in partnership with Northamptonshire Integrated Care Board (ICB) wishes to invite Tender Responses for the Provision of Supported Living Services for Working Age Adults and who are ordinarily resident within North Northamptonshire. The Services covered by this contract are for Individuals who have a Learning Disability, Mental Health Needs and/or who are Autistic, and who have been assessed as having eligible needs under the Care Act. The Council act as the lead commissioner for these services, in partnership with Northamptonshire Integrated Care Board (ICB). The following Lots detail the Services to be initially procured: • Lot 1- Individuals with Learning Disability 1 (a) - Standard 1 (b) - Enhanced • Lot 2- Individuals with Mental Health Needs 2 (a) - Standard 2 (b) - Enhanced • Lot 3- Individuals who are Autistic 3 (a) - Standard 3 (b) - Enhanced The Council is setting up the Framework Agreement for an initial period of 48 months, with the option to extend for two additional periods of 12 months each, for a maximum duration of 72 months (4+1+1 years). The Light Touch Regime (LTR) applies to the Services under this Contract and this procurement is conducted via open process in accordance with the Procurement Act 2023. The Council intends to make this Framework Agreement available for use by other public sector organisations within England, including but not limited to other Local Authorities, NHS bodies, and Health Commissioners. Any organisation wishing to access and utilise this Framework must formally request permission and enter into an Access Agreement with the Council prior to use. Providers that are interested in providing services to the Call off from the Framework Agreement for Supported Living Services for Working Age Adults must complete and submit the appropriate LOT Questionnaire on Intend Reference NNC00000697 at the same time as they apply to the NNC in Partnership with ICB for the Provision Of Supported Living Services For Working Age Adults Framework.

1.2 Cambridgeshire County Council (The "Authority") wishes to invite tenders for the provision of a Cambridgeshire based Children in Care Residential service. The need is underpinned by the contractual requirements of the The Children's Homes (England) Regulations Act of 2015. The Service Provider is expected to exceed the values and requirements of the act through innovative care and to be able to demonstrate a commitment to continuous improvement through the internal quality assurance procedures for the service. It is an existing 4-bedroom Council property and is intended to offer solo placements for children assessed as needing to live in an environment without other children, with the flexibility to care up to two (2) Children with high and complex needs who can be appropriately matched to live together.
