Supervised Toothbrushing Scheme

Tenders are invited by the Council from Providers with relevant experience and ability to demonstrate sufficient capacity for the provision of a Supervised Teeth Brushing Scheme (the "Services"). Mandatory Dental Services (MDS) on the Isle of Wight, Bognor and Littlehampton - MDS 6B1

NHS Hampshire and Isle of Wight (HIOW) Integrated Care Board (ICB) and NHS Sussex ICB are seeking providers who have the capability and capacity to deliver Mandatory Dental Services (MDS) on the Isle of Wight, in Bognor and Littlehampton. The procurement is divided into Lots and providers may bid for one or more Lots from the following: Lot 6B1-1: Isle of Wight Lot 6B1-2: Bognor Lot 6B1-3: Littlehampton A maximum of one contract will be awardable in each Lot, except in the case of Lot 6B1-1, where a maximum of 2 contracts will be awardable. The aims for MDS provision are to: • contribute to improving oral and general health; • reduce inequalities in health and access to dental care by providing extra support to groups of vulnerable adults and children. This includes, but is not limited to, children under 5 years old, residents of care homes, other vulnerable groups and patients weighing up to 227kg (35 stones and 10.45 lbs); • provide access to NHS dental services to ensure equity and consistency of provision; • provide bookable appointments outside of core hours; • deliver appropriate, efficient and cost-effective services within the service; • provision framework of the NHS (General Dental Services/Personal Dental Services) Regulations 2005 and any subsequent revisions; • provide high quality dental services; • provide access within contracted hours to un-associated patients identified as having an urgent dental need via NHS 111, NHS Dental Helpline, out of hours services and self-referral; • refer patients to other NHS services as appropriate in line with the relevant local protocols and guidance; • establish a positive working relationship between the Commissioner and Provider to facilitate and maximise high quality service delivery; • prioritise Looked after Children (LAC); • develop services in line with the evolving strategic approach to primary care dental provision and align with the priorities of the NHS Long Term Plan - www.longtermplan.nhs.uk; • promote overall health in line with Making Every Contact Count; • keep availability of appointments up to date on nhs.uk ; • comply with recall intervals, in line with NICE Guidelines (CG19). The contracts will be for a term of up to 110 months. Services are due to commence from between 28th January 2026 and 29th July 2026. The maximum total contract values are as follows: MDS 6B1-1: £7,075,104 MDS 6B1-1a: £7,075,104 MDS 6B1-2: £6,743,789 MDS 6B1-3: £6,743,789 The Commissioner will be contracting for the services using the Standard clauses for a Personal Dental Services agreement. Interested parties who wish to take part in the procurement are invited to take part in an Invitation to Tender (ITT) process, based on the competitive (open) procedure and designed to identify the most economically advantageous tender and therefore determine the incoming provider. All ITT responses must be returned by 12 noon on 11th September 2025, at the latest. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

Dental Access Centre - NHS Gloucestershire ICB

NHS Gloucestershire Integrated Care Board (GICB) is seeking providers who have the capability and capacity to deliver Dental Services (MDS) in Gloucester. Fundamentally this opportunity seeks to increase access to NHS dentistry in a part of the county where deprivation is greatest by working in partnership to commission a new bespoke primary care Dental Access Centre facility in a fit for purpose environment. GICB's vision for this service is to increase primary care dental access in a Core20 area and begin to address oral health inequalities. This service will provide urgent care and stabilisation, as well as offering routine treatment to a cohort of patients who are both poorly catered for under the existing high street model, and who are disproportionately affected with oral pain and diseases, which negatively affects their health and wellbeing. • The contract will be a Personal Dental Services (PDS) contract to deliver a Dental Access Centre in Gloucester. Premises are located at 1st Floor, Quayside House, Quayside Street, Gloucester, GL1 2TZ • The premises are mandated and owned and leased by Gloucestershire County Council (GCC). The successful provider will need to secure a lease with GCC for the duration of the PDS contract term. • A draft Heads of Terms is included in the Invitation to Tender (ITT) pack which sets out the expected terms and conditions between the owner of the building and the service provider. • Construction work will be undertaken on behalf of GCC, and floor plans and room data sheets are included in the ITT pack to inform potential bidders about the premises and what is provided as part of the building fit out. • The successful provider will need to provide any additional fit out and equipment to deliver the services. It will also be expected to fund associated recurrent revenue costs, for example servicing and maintenance; rent and rates; cleaning and lighting. • The premises will have space for up to 7 dental chairs. • There is an expectation that the provider is or becomes a postgraduate training practice and hosts foundation dentists. • Funding for hosting foundation dentists is awarded and administered by NHS Workforce Training and Education (NHS WTE) and the successful provider will be expected to apply to NHS WTE for funding. • The PDS contract term will be for an initial term of 10 years, with an option to extend for any period up to a further 5 years, and then for a further 5 years, at the sole discretion of the Commissioner. • Rental payment and services are currently scheduled to commence on 1st July 2026. • Service must commence no later than 6 months after contract award (scheduled for early January 2026), unless there is an agreement with the Commissioner to extend the mobilisation period. • The contract term and service payments will start on the service commencement date. • The Commissioner has a maximum financial envelope available of £1,200,000 per annum. The total maximum contract value for the duration excluding extensions is £12,000,000, and £24,000,000 including extensions. • The successful provider will need to deliver urgent care, stabilisation and routine care as part of the contract. • Following discussion and agreement with the commissioner, the successful provider may offer private treatment from the same premises however this must not be at the detriment of NHS patients or the provider's delivery of the PDS contract. • TUPE will not be applicable for this procurement process. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
