Provision of Services for HM Treasury for a Pilot Digital Gilt Instrument (DIGIT) issuance

HM Treasury (the Authority) intends to issue DIGIT using Distributed Ledger Technology on a platform within the Digital Securities Sandbox which was established by the Financial Services and Markets Act 2023 (Digital Securities Sandbox) Regulations 2023, and which came into force on 8 January 2024. The proposal also includes requirements that concern interoperability functionality and connectivity. This contract is exempt from the Procurement Act 2023 in line with Schedule 2 to that Act, therefore the provisions of the Procurement Act 2023 do not apply to this procurement or contract.

The provision of Software development, Data analytics and Reporting services.

We are seeking to appoint a suitably qualified and experienced organisation to provide software development, data analytics, and reporting services. This contract will provide us with ongoing access to technical resource and expertise to deliver systems development, automation, and data reporting as required. The successful organisation will act as an extension of our internal IT and Projects team, providing a responsive and flexible service. We expect to be able to raise requests, discuss requirements directly with an account or project manager or technical resource, and have access to a pool of skilled technical professionals to deliver the necessary work in a timely manner. This tender is being issued to procure an organisation to provide these services under a managed arrangement. The contract will include both planned development activity and reactive support aligned to defined Service Level Agreements (SLAs). The successful organisation will be able to provide all essential requirements and as many of the desirable requirements as possible. The initial term of this contract will be 24 months with an option to extend a further 12 months subject to review and agreement by both parties.

BT1830 Committee Management Information System Committee Management Information System Committee meetings are a statutory function. The law provides for hard copies of agenda papers to be made available for public inspection and to make papers available electronically on websites. A committee management software system is required to fulfil that requirement in the most time-efficient way. More recently the broadcasting/livestreaming of council meetings and the use of other platforms such as Teams to facilitate attendance for the public have been required. The committee management system requires the facility to publish links to those meetings and retain copies of the recorded meetings. We are looking to host the system on our own servers.
