Description

The commissioned service will deliver a comprehensive, cross-regional victim support programme across Norfolk and Suffolk: an integrated victim support model, encompassing assessment, intervention, and referral pathways. 

Key service features include: Holistic Victim Assessment & Support: a streamlined approach to identifying victim needs and delivering appropriate support or onward referrals; Inclusive Service Delivery: full accessibility for individuals with protected characteristics, ensuring compliance with equality and diversity standards; Tailored Interventions: A diverse portfolio of support options designed to meet the varied and complex needs of victims across crime types.

The contract does not include provision for standard-risk Domestic Abuse support, which will be commissioned separately.

The initial contract will be awarded for three (3) years, with the option to extend for up to two (2) additional years (via 1+1 extension), subject to satisfactory performance.

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. The first Social Housing Emerging Disrupters (SHED) Framework Agreement was launched in January 2022, comprising 18 innovative solutions. The aim was to create a framework of innovation permitting start-ups, small and medium sized businesses and the voluntary sector as well as established larger companies to offer their innovative products and services to the public sector. The second SHED framework (SHED 2) comprising a further 20 suppliers with a range of innovative solutions was launched in January 2023 and was shortlisted for the 'Innovation Procurement Project of the Year' Award by Built Environment Network. SHED 3 commenced in January 2024. SHED 4, comprising 17 solutions was launched in January 2025. To reflect the emerging nature of innovation, a fifth SHED Framework (SHED 5) will be procured in Autumn 2025. The solution will enable PfH Members to procure a range of products and services that offer real and innovative benefit to the housing and wider public sector. The framework will provide successful suppliers with the opportunity to promote their innovation and will allow fledgling markets to test their true potential, providing the foundations for success and wider adoption across the public sector. The Framework Agreement will operate on a national basis, providing an offering suitable for members of PfH in England, Wales, Scotland and Northern Ireland and other public bodies permitted to use the Framework Agreement. North Northamptonshire Council in partnership with Northamptonshire Integrated Care Board (ICB) wishes to invite Tender Responses for the Provision of Supported Living Services for Working Age Adults and who are ordinarily resident within North Northamptonshire. The Services covered by this contract are for Individuals who have a Learning Disability, Mental Health Needs and/or who are Autistic, and who have been assessed as having eligible needs under the Care Act. The Council act as the lead commissioner for these services, in partnership with Northamptonshire Integrated Care Board (ICB). The following Lots detail the Services to be initially procured: • Lot 1- Individuals with Learning Disability 1 (a) - Standard 1 (b) - Enhanced • Lot 2- Individuals with Mental Health Needs 2 (a) - Standard 2 (b) - Enhanced • Lot 3- Individuals who are Autistic 3 (a) - Standard 3 (b) - Enhanced The Council is setting up the Framework Agreement for an initial period of 48 months, with the option to extend for two additional periods of 12 months each, for a maximum duration of 72 months (4+1+1 years). The Light Touch Regime (LTR) applies to the Services under this Contract and this procurement is conducted via open process in accordance with the Procurement Act 2023. The Council intends to make this Framework Agreement available for use by other public sector organisations within England, including but not limited to other Local Authorities, NHS bodies, and Health Commissioners. Any organisation wishing to access and utilise this Framework must formally request permission and enter into an Access Agreement with the Council prior to use. 1.2 Cambridgeshire County Council (The "Authority") wishes to invite tenders for the provision of a Cambridgeshire based Children in Care Residential service.
