North London Waste Authority (NLWA) owns a diverse portfolio of land, properties and facilities across north London. For a number of these sites, NLWA requires assistance in developing and implementing planning applications as well as expert advisory services for the purchase and sale of assets. Securing the necessary planning or regulatory permissions is crucial for optimising the use and value of these assets.
The successful supplier will be expected to deliver end-to-end support for planning application management, including the preparation, submission and continual refinement of planning and regulatory proposals. This process must be underpinned by a robust understanding of local planning policies, regulatory frameworks and sustainability requirements. Proposals should detail how an integrated, interdisciplinary approach-drawing on
expertise  in  architecture,  engineering,  urban  planning  and sustainability-will be used to navigate complex regulatory landscapes and secure favourable outcomes.
In addition, the supplier will provide strategic advisory services for property transactions, ensuring that decisions related to the purchase, sale, or repurposing of land, property and facilities are informed by comprehensive market analysis and digital, data- driven insights. The approach should offer a forward-thinking, holistic framework that not only addresses immediate regulatory challenges, but also enhances long-term asset value and operational efficiency.

HCC Aug 2025 - The Provision of Property Town Planning Consultants Framework

Hertfordshire County Council is currently out to procurement for the Provision of Property Town Planning Consultants Framework. This Framework is for provision of general and specialist town planning advice to Hertfordshire County Council (HCC or the Council) as a landowner. The Council’s property portfolio is diverse and includes (but is not limited to) office accommodation, schools, libraries, fire stations, adult care facilities, waste management sites, rural estate land and buildings. The advice could relate to assets currently owned by the council, or those to be acquired. The Framework is for Property Town Planning Consultants as a single requirement and therefore it is not spilt into Lots. The estimated value in this notice is for the total four years of the Framework. The annual value will vary. Full details are in the tender document set. The Specification is Schedule 1 of the Framework document.
