Description

East Renfrewshire Council is inviting tenders, from suitably qualified companies for the provision of Lead Consultancy Service for the Enabling Commercial Space Crossmill Plots G&H project (LOCATION: Crossmill Business Park, Barrhead).
The project aims to deliver new, flexible commercial space and enabling public and private sector delivery of space through land remediation and service provision. The project will directly deliver two outputs:
the creation new, flexible commercial space (including Advanced Manufacturing) for lease to market and
the development of further commercial stock through land remediation and servicing of a separate, adjacent site.
Located within Barrhead and serving small to medium sized commercial interests, the flexible and adaptable design of the space will be configured in a modern format to suit business needs from the foundational economy or for established businesses to growth and expand. It is proposed that additional floor space be constructed on plots G & H of the Business Park, that will fall within three Planning Use Classes - 4 (offices and light industry), 5 (general industry) including Advanced Manufacturing and 6 (storage).

The University of York ("the University") wishes to award a Framework Agreement to a small number of Consultants who have specific and market leading experience in deep geothermal well drilling, or equivalent deep well drilling and operating projects, and this invitation to tender is intended to secure the services of such specialists. Structural Inspections & Minor Design Services Framework

Hampshire County Council (HCC) undertakes a large and varied programme of work involving maintenance, new build, rationalisation and refurbishment of the County Council’s and its clients' built estate, met by a variety of arrangements. As part of its asset and Risk Management programme, the County Council undertakes structural inspections of the built estate on a five-year rolling programme. The programme also includes specific items such as chimneys and boiler flues over 2m high, play and boundary walls, retaining walls, lighting grids, lofts, and other hidden roof spaces. Historically this programme of works has been delivered by a single supplier Framework. Hampshire County Council will be the lead contracting authority, with the framework available for use by the following contracting authorities: Hampshire County Council, the Isle of Wight Council and Reading Borough Council. Following evaluation of the compliant tenders, and approval of the outcome, the Authority intends to appoint a single supplier to the Framework. The Framework Agreement is due to commence on 1st January 2026 and will be for a period of 4 years to 31st December 2029. The Authority may enter into Call-off Contracts with a Framework Supplier at any time during the term of the Framework Agreement, up until the date of expiry, by following the Call-off Procedure as detailed in this ITT and the Framework Specification. Call-off contracts under this framework agreement will be awarded by placing a call-off order for the services as and when required. Full details of the requirement can be found in the Specification at Annex 1. All Tenderers must have signed and completed Annex 5 - TUPE Confidentiality Undertaking Template by the Clarification deadline. Tenderers who submit a tender without having completed and returned Annex 5 as an attachment via the Intend Correspondence function before the deadline for clarification questions (10th September 2025 at 17:00), will have their submission rejected.

Framework Agreement for Structural Appraisals

The councils wish to procure an agreement for a single supplier to provide Structural Appraisals in accordance with the Building Regulations 2010 - Part A, and verification of drainage design calculations in accordance with Building Regulations 2010 - Part H. Please note that this procurement may be impacted by Local Government Re-organisation: 1.1 In December 2024 the Government issued a White Paper on Local Government Re-Organisation entitled the "English Devolution White Paper". 1.2 In March 2025, Stafford Borough Council and Cannock Chase District Council submitted their suggested re-organisation plan to the Government and are awaiting a response. 1.3 Final proposals will be submitted in November 2025 and implementation of the changes is expected by Government to be by 2028 at the earliest. 1.4 Whilst the expected impact of most changes to Local Government will be settled at government level (Change in Law) please be aware that it may be government policy or expedient that any affected party will be recommended to agree bi-lateral or multi-lateral changes to their existing contractual arrangements. 1.5 Updates on proposals and changes can be found on the Stafford website and Cannock website. 2 The parties agree that in the event of a Local Government Re-organisation:- 2.1 that reorganisation of local authorities may result in the transfer, assignment or novation of this Agreement in whole or in part to a successor authority or successor authorities. Such transfer assignment or novation shall not constitute a breach or require consent and the [contracting party] consents to the transfer assignment or novation of this Agreement in whole or in parts to any successor authority(ies) established under the local government reorganisation legislation and that as a consequence, the obligations and rights under this Agreement shall continue to apply and be enforceable by or against any successor authority(ies) following a local government reorganisation; and 2.2 the parties acknowledge that if applicable the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply and agree to comply with all consequential and reasonable obligations arising thereunder. 2.3 the parties acknowledge that any new organisation(s) may utilise or create and manage all and any existing or required framework agreements relating to the provision of the services provided under this current agreement.
