There is a requirement in MOD policy to promote and maintain the welfare of Service Personnel (SP) and of the Service Community. The provision of Social Work Service (SWS) is a significant contributor to this requirement. As far as possible, a SWS primarily seeks to replicate the elements of statutory social work provided by local authorities in the UK but to a range of overseas MOD settings.

Westminster City Council requires a high-quality personalised Care and Support Service at Carlton Dene Extra Care Housing; Carlton Dene is a new development, which will be ready for handover in March 2026 so that the new service can be delivered from April 2026. At Carlton Dene it is anticipated in the region of 985 personalised care hours with additional universal core hours for engagement, management, night support and oversight. A dedicated CQC Registered Manager is required to assist with care matters and co-ordinate support services. Staff will be available on-site 24/7. Carlton Dene will support the delivery of key Adult Social Care (ASC) principles: Personalisation; Prevention; Innovation; Integration and Local, by offering personalised care, giving residents choice and control over their support. The Service prevents isolation and promotes well-being by helping people stay independent in their community. Through innovation, the Service enhances digital inclusion and uses technology to support health and social needs. Integration with housing, the NHS, and social care ensures joined-up services, while a local approach allows residents to remain in the borough, creating employment and volunteering opportunities.

Bi-borough Adult Social Care (RBKC & WCC) are exploring how to transform their approach to technology enabled living (TEL). We are seeking to understand the key opportunities, the most effective ways of realising those opportunities, the costs involved in undertaking transformation and fundamentally the return on investment. We are exploring the affordability of utilising specialist expertise from the marketplace to make this happen. We are seeking consultancy insight on costings, timings and the key activities that will be required for: 1) Developing the financially optimum operating and procurement model for the Bi-borough setting. A model that sets out a comprehensive and systematic way of prescribing, distributing, monitoring, collecting and recycling of TEL/TECH devices. A model that ensures optimum data insights and facilitates evidence led service decisions. 2) Developing the robust financial case for adopting the recommended model, setting out the immediate and long-term costs and the expected return on investment through adopting the recommended model. 3) Identify and deliver on short term cashable saving opportunities through the deployment of TEL/TECH devices. The intelligence provided will inform internal decision making as to the affordability of consultancy support with the anticipation that this enables an informed budget for a formal sourcing exercise.
