Description

This notice is in relation to modification of an existing Contract pursuant to regulation 72(1)(b) and 72(1)(e) of the Public Contracts Regulations 2015, and is published for transparency purposes.

The original contract was awarded under Crown Commercial Services Management Consultancy 2 Framework (RM 6008) Lot 1. The contract is for a multi-disciplinary partner to work with the Ministry of Housing, Communities and Local Government to support the delivery of the UK's Freeports Programme. The supplier provides challenge and strategic advice to improve the quality and delivery of Freeports plans and proposals.

This support encompasses four functions:
1. Strategic advice.
2. Shared products and learning.
3. Programme support and advice.
4. Troubleshooting draw-down service.

This modification is for additional support required for Freeports through to March 2026, including technical assistance for the Scottish Green Freeports and Welsh Freeports, and continued programme management support/advice, in particular to support site financing and unlocking complex tax sites across the Freeport Programme. The additional work commissioned is consistent with the scope of the original contract.

This modification increases the total value of the contract by £1,246,245 (ex VAT), from £12,242,317 (ex VAT) to £13,488,562 (excl. VAT).

North Hertfordshire District Council is seeking to appoint a suitably qualified and experience Consultant to undertake a Strategic Housing Market Assessment (SHMA). The primary objective of the SHMA is to provide a robust and comprehensive evidence base to support the emerging Local Plan. The SHMA must be consistent with requirements set out in the Government’s National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG) and any updates as appropriate. The Consultants may optionally be required to attend the Examination in Public.
