Description

The purpose of this Planned Procurement Notice (PPN) is to inform potential suppliers of an upcoming opportunity to provide facilities management software and support services to the National Museum of the Royal Navy.
The aim of using facilities management software is to streamline and standardise across the NMRN sites the management of physical assets, buildings and services to ensure they operate efficiently, safely, and cost-effectively. By automating key tasks such as maintenance scheduling, asset tracking and compliance monitoring, the software should enhance operational visibility and support informed decision-making. Ultimately, we want the software to reduce downtime, extend asset lifecycles, improve stakeholder satisfaction, and align facility operations with broader strategic and sustainability goals.
The NMRN are keen to undertake demonstrations of facilities management software during this period to inform out future tender documentation. These are proposed to take place in the afternoon of Thursday 4th, 11th and 18th September 2025.
The contract value at present is indicative, and will be informed further by the PPN.

Application Development with database and branding

The University is seeking to appoint a suitably qualified provider for App Development, Database Creation/Migration & Branding - Maturity Monitor. This will encompass a 2-stage procedure. Stage 1 will see an RFP asking for possible solutions (this document) as the University is yet to decide on a final specification for this work and is awaiting confirmation of funding. The University invites creativity at this stage and is open to different solutions being proposed to meet our needs. As the solution may not be entirely fully formed at this point, we anticipate that pricing will only be indicative but nonetheless will be reasonable and evidence-based for what is being described. The University will evaluate all the solutions proposed in Stage 1. Bidders who are awarded less than 50% in the Stage 1 scoring, will not be invited to participate in Stage 2 and the University will draft a final, definitive specification at this point. The evaluation scoring and weighting may need to be modified at this point accordingly. If the nature of the final specification justifies modifying the anticipated timescales for the tender, they also may be modified at this point. The University will then issue a revised ITT, with a definitive specification asking for firm and finalised pricing. The University will only invite selected bidders who have participated in Stage 1 to submit proposals in Stage 2. Stage 2 will commence once we have confirmation of the funding, therefore timescales are only indicative.
