Description

Warrington Borough Council’s Environment and Transport Directorate has an annual programme of Highway Capital Works within the Borough of Warrington. The works are mainly on the public highway or footpath network but may also be off the highway on land owned by the Council or others. The works are highways civil engineering excluding major structures. Three suppliers have been selected to be eligible to deliver these works.

Black Country Highways Works Framework

City of Wolverhampton Council, on behalf of Black Country Transport, is the Contracting Authority for the Black Country Highways Works Framework, in partnership with the following Partner Organisations: • Birmingham City Council • Dudley MBC • Sandwell MBC • Walsall MBC • Wolverhampton Homes • West Midlands Combined Authority The procurement exercise is for a new Highway Works Framework to replace the current Black Country Minor Works Framework, which is approaching expiry. The procurement is divided into four lots - Tenders may be submitted for a maximum of any 2 lots • Lot 1 - Under £250,000 • Lot 2 - £250,000.01 to £750,000 • Lot 3 - £750,000.01 to £5,000,000 • Lot 4 - £5,000,000.01 to £10,000,000

Highways - Annual Surface Dressing

The Council has a requirement for annual Surface Dressing to be carried out on specified roads. The annual quantity will be determined by the state of the roads and the maintenance budget allocated each year. Historically the Council has spent circa £650,000 + VAT per annum on Surface Dressing. The annual spend may increase or decrease. The Council is looking to engage a suitably skilled and experienced Supplier to undertake required works each year. All works shall be carried out in compliance with the specification, industry standards, best practice, consideration for road users and the safety of all persons and wildlife. It is anticipated that the Contract will commence in April 2026, with an initial Contract term of 5 years, with the option to extend for a further 3 years, to a maximum of 8 years.

Surface Treatment Term Maintenance Contract

The Contract is for the Application of Surface Treatments works to carriageway and footway at locations identified in the annual programme with an estimated annual budget of £150,000 to 225,000. The Contractor's service will be the design, and works application, of surface treatments to carriageway and footway, strictly on a Task-by-Task basis. The Contract is for 1 year, with up to four 1-year extensions by mutual agreement. Contractor's Core Maintenance Activities It is envisaged that the following highway maintenance services will be required on an annual basis: • Cold Applied Ultra-Thin Surfacing Utilising surface dressing techniques less than 18mm • Cold Applied Ultra-Thin Surfacing Utilising micro surfacing techniques 18 - 25mm • Asphalt Preservation Systems • Footway Slurry Surfacing • Provision and maintenance of Traffic Management. • Provision & installation of Road Markings and Road Studs).
