Marine Pilot Digitalisation

Peel Ports Investments Limited (the name under which any resulting contract from this procurement event will be signed) acting on behalf of The Mersey Docks and Harbour Company, Clydeport Operations Limited and Port of Sheerness Limited, are looking to appoint a single successful Tenderer to provide Marine Pilot Digitalisation. Peel Ports owns and operates six of the UK’s most important ports (Port of Liverpool, Heysham Port, Manchester Ship Canal, Medway (Sheerness / Chatham), Clydeport (Greenock, Hunterston, Ardrossan) and Great Yarmouth). It also operates a container terminal in Dublin. Peel Ports Group serves as the Statutory Harbour Authority (SHA) and the Competent Harbour Authority (CHA) for several UK ports, Managing marine pilots for each port. Currently, pilot requests and allocations are managed manually through a mix of systems such as physical tables, spreadsheets, phone calls, and messages. These systems involve transferring information between digital and paper formats. This project aims to award to a single successful Tenderer under a 4 year fixed term Agreement with 2 optional, 2 year extensions (potentially a total of 8 years). The successful Tenderer will be required to implement a unified software solution to streamline pilot request management at the following locations; Liverpool, Sheerness (Medway) and Clydeport. The full scope of works is set out in the tender documentation, however the scope associated with this opportunity is summarised below but not limited to :- Allow Group Port Control Centre (GPCC) staff to review and allocate pilots based on port-specific rules Provide an automated suggestions and manual overrides. Automated Video Redaction Solution

The Police and Crime Commissioner for Sussex on behalf of themselves and the Police and Crime Commissioner for Surrey are looking to contract with a supplier for the provision of an automated video redaction solution for teams involved in supplying material linked for both civil and criminal cases. Amongst other things, the system will need to be able to meet the following requirements: • Masking/blocking of logos, faces, vehicle registrations and any other features as identified by the user. • Ability to redact video with and without audio. • Ability to apply reverse redaction • The ability to apply zone redaction • Finalise the redaction • Progressive Editing enabled – ability to edit/redact over time rather than edit all in one go (e.g., edit over a couple of shifts) • Ability to review redactions and amend/tweak as necessary during the mark up stage. • Ability to use both automated (automatic tracking of faces – e.g., if person moves, need the mask to move with it and track it) and manual redaction options. • Comprehensive Redaction Editing Options (Frame-by-Frame, Real-Time Tracking, Audio, facial recognition, VRN (Vehicle Registration Number) recognition, skin blur, and object tracking) • Ability to upload various media types and convert redacted video files in industry standards formats such as MP4, AVI etc from the Surrey and Sussex DEMs platform (currently NICE Investigate) • Automatic recognition of other vehicle reg numbers • Ability to collate digital groupings of evidence (photos, videos, CCTV, etc.) into case folders • Redact audio that comes with images – e.g., remove speech other than the person requesting the info, or redact names and addresses stated by the person • Redact audio only footage - e.g., remove speech other than the person requesting the info, or redact names and addresses stated by the person • Run transcriptions from audio. • Transcription Feature for Audio Redaction with Keyword/Phrase Identification • Assign and Modify User Permissions for Each Case • Role-Based Access Control (RBAC) Implementation

Digital Dictation, Speech/Voice Recognition, Outsourced Transcription and associ

This is a replacement of the existing NHS England endorsed FWA. NHS England is heavily invested in initiatives that improve patient outcomes and relieving pressure on hospitals. There is a growing need for Digital Dictation, Speech/Voice Recognition, Outsourced Transcription, and associated services in the NHS. These technologies offer significant benefits in terms of efficiency, accuracy, and reducing administrative burdens, which are crucial for an organization facing high demand and striving for digital transformation. The ongoing development of AI and cloud-based solutions will likely further enhance the capabilities and adoption of these services within the NHS. There will be continuous need for the service as Contracting Authorities are aligning with the NHSE initiative to push for digital tools, including transcription services, to help manage the high volume of documentation efficiently. The market is dynamic and there will be need for Contracting Authorities and service providers to align with the changing regulations. For the past 4 (four) years 14 Trusts procured the services captured under the proposed FWA amounted to £9,575,319.00. £2,235,563.00 from 8 Trusts went through the FWA which is 23% of the total spend. There is a big opportunity to channel this entire spend through NHSCS FWA which secures compliance as well as value for money solutions. The framework will be divided into 6 lots, as follows: Lot 1: Products and/or Services Catalogue Lot 2: Digital Dictation service solution with AI Technology Lot 3 Digital Dictation service solution without AI Technology Lot 4: Outsourced transcription service solution with AI Technology Lot 5 Outsourced transcription service solution without AI Technology Lot 6: Managed service solution The beneficiaries of the services are NHS Patients receiving Healthcare Services, service users or Citizens within a Local or Central Government organisation within the wider Public Sector Organisations.
