The Voluntary Community and Social Enterprise (VCSE) sector is a vital partner of NHS England, offering expertise and informing policy, programmes and improving service delivery across its teams and directorates. NHS England (NHSE) is issuing this Invitation to Quote (ITQ) to establish a single contractual arrangement with a national VCSE organisation. The aim is to streamline the commissioning process, reduce administrative burdens, and ensure better value for money. This VCSE supplier will be tasked to provide additional support and activities as required to NHS England, in a ‘call off’ style arrangement. This means that whilst the envelop of the contract is £99,999.00 (excl VAT), it is subject to activities tasked to the provider. The successful bidder must demonstrate the capacity and resources to mobilise new engagement activities at pace, once identified. This could include: research, engagement with particular communities/stakeholders, policy input and/or surveys. They should demonstrate strong links across the country, with the ability to engage with ICB’s and other local systems (e.g. neighbourhoods). This arrangement is in addition to other existing arrangements for the 2025/26 financial year. • Interested suppliers should register on the NHS England e-procurement system here: https://health-family.force.com/login • Once logged in click 'Find Opportunities' and search for C377112 Procurement of The Voluntary, Community, and Social Enterprise Partner • Click 'Register Interest' • Once you have registered your interest you will be able to view the Requirements and provide your responses as per the instructions. The deadline for bid submissions is 12:00 noon on 27 August 2025. The new service is expected to commence in September 2025. As part of the procurement process, NHSE will host a virtual bidder event, “Meet the Commissioner”, on 7 August 2025. This webinar will provide potential bidders with insight into the services NHSE intends to commission, along with an opportunity to ask questions and seek clarification. Work Ready Service for Young Adults with Mental Illness

Essex County Council is commissioning a service to support individuals aged 16 to 26 years old who have experienced severe mental illness to achieve their vocational goals and aspirations. This service is in response to the disruption young adults experienced during and following Covid and the high levels of mental health illness now being experienced by young adults which is impacting on their education and employment opportunities This is a newly commissioned service, based on the data, needs and voice of people that use services who have told us that they do not get the support around their vocational aspirations when they need it due to their mental illness. The requirements for this service are not fully prescriptive. Essex County Council would expect the successful provider to work with commissioners and crucially people with lived experience and their carers to inform the design and delivery using a robust approach to co-producing the service. Lived experience and co-production should be at the heart of shaping the service and Essex County Council fully expects the service to evolve over the life of the contract to reflect this. The purpose of the service is to support young adults to: • Be enabled to develop the life skills necessary to access education, training or paid employment. • Build resilience and aspirations and return to school, college and/or begin training • Build confidence, self-esteem and motivation • Develop plans for how to achieve their career plans and aspirations • Build life skills such as time management, financial/budget management, organisation and team work • Become engagement ready and access other resources in the community such as youth services • In particular, the service is to provide opportunities for those individuals who may not have supportive families to guide them through finishing education and planning for work. • The service will also contribute to the delivery of the outcomes set out in the Essex Mental Health Strategy.
