The proposed contract of the third party is to ensure Parking Services has the capacity to process the reviews/provide support to manage the changes in staffing anticipation for Clean Air Zone (CAZ), Bus Lane/Gate and the introduction of Moving Traffic Offence enforcement in Sheffield. The policy relating to Moving Traffic Offence Enforcement, will sit with Parking Services in implementing the camera infrastructure to run the Moving Traffic Scheme in Sheffield.

Parking Enforcement & Operations 2025

The Council is seeking to appoint a single Service Provider to provide a Parking Enforcement and Operations service, with the experience and knowledge to drive efficiencies and service enhancement, using technology and data to its maximum potential, and maintaining the confidence of the Council and road users that the service is robust, fair and transparent. The Council intends to award a contract for up to ten (10) years, the initial term of five (5) years, with an option to extend for a further five (5) years. The Council is keen to appoint a Service Provider which will be proactive in proposing and delivering the changes necessary to deliver the best possible service, offering knowledge, best practice, and advice on emerging technology and approaches. Core services included in this project include: > On-street and off street Civil Parking Enforcement (CPE) including all resourcing, equipment and associated services including provision of software/system, hosting and secure payment processing > Review of moving traffic and bus lane contravention clips to generate evidence packs, using existing review software, for processing to the enforcement system. > Provision of printing and posting service for statutory notices served through the statutory enforcement process for parking, moving traffic and bus lane contraventions. > Provision of software/system for the administration of parking permit applications, renewals, visitor vouchers, and dispensations and school street exemptions and related secure payments processing. > Processing applications for, implementation and removal of parking bay suspensions. > Customer Services related to CPE and services provided, including triaging and responding to enforcement requests from the Council and members of the public > Blue Badge misuse monitoring and reporting. > Operation of the off-street parking assets, including provision of staff for the operation of multi-storey and surface car parks > Operation and maintenance of car park equipment > Cash collection, counting and banking > Any other associated services required to facilitate the delivery of the contract. Enforcement Agents

The scope of the contract is to provide an enforcement service to take all necessary steps to collect unpaid Business Rates, Business Improvement Levy, Council Tax and unpaid Parking and Traffic warrants. There is also an option to extend the service to other debt types such as commercial rent, unpaid housing rent, and unpaid miscellaneous income debts. The scope of the contract is further detailed in the Specification document. It is the City’s intention to award contracts to the three top ranked bidders with the highest overall tender scores. The City’s Revenue’s team will work directly with the top two, and the 3rd placed bidder will be reserve supplier (used on a contingency basis), dependent on volume and performance of the top two. The City’s Parking Ticket team will work directly with each of the top 3 bidders. For the call-off process relating to the distribution of work across successful bidders, please see Appendix D of the service specification – Tender Specification document. Parking enforcement will award cases equaling all three of the top scoring bidders.  This tendering exercise is being undertaken using the electronic tendering system ‘City of London Corporation Sourcing & Contracts Portal’ (https://cityoflondon.ukp.app.jaggaer.com/). Suppliers will need to register an interest on the system in order to participate and registration is free. The estimated contract value given at sections 31 and 32 is for the full duration of the contract including the maximum possible extensions. The estimated annual contract value is therefore £6,518,000.
